South Vietnam
a. Khanh is now talking pub-
licly of resigning. He said yes-
terday that in the near future he
may give the prime ministership to
a civilian.
b. Apparently yielding to
another demand from the young
generals who saved him from the
coup, he is going to send General
Khiem on a three-week trip to
Europe.
c. Meanwhile, paralysis is
spreading through the government
in Saigon and in outlying areas.
Government authority has declined
sharply in the central coastal prov-
inces, and in some cities law en-
forcement has passed into the hands
of extremist groups.
d. One of these is Dr. Le
Khac Quyents People's Revolutionary
Committee, which in some coastal
cities is serving as the de facto
local government. Quyen is a mem-
ber of the 17-man High National
Council in Saigon.

2. Congo
e, The aims of his committee
are unclear However, it is allied
with militant Buddhists and has
advocated a return to civilian rule
and the purging of Diemist influence.
a. After an initial scare yes-
terday, a threatened rebel attack
on Bukavu appears to have evaporated.
b. US Consulate officials,
hearing gunfire yesterday morning,
closed the consulate and began mak-
ing preparations for evacuation.
There has been no more word, which
suggests the alarm may have been
false, or at least premature.
c. The previously reported
rebel concentrations scattered
around Bukavu, however, are pre-
sumably still in place.
d. Yesterday, Tshombe an-
nounced he would leave Leopoldville
on Sunday for the nonaligned con-
ference in Cairo. He may get a
frosty reception, since he appar-
ently was not asked to attend.

e. In his press conference,
Tshombe said a few good words on
behalf of Kenyatta and implied he
would welcome the OAU's special
committee on the Congo if it comes
to Leopoldville.
3. Cyprus a. Makarios and Grivas may
be approaching an open break.
b. Last Sunday,Grivas publicly
accused the Cypriots of ingrati-
tude for the support given them
by Greece and belittled Cypriot
expectations of help from other
countries. The archbishop and his
backers, however, are continuing
to play up the importance of get-
ting Soviet and Egyptian aid.
c. The aid problem is a
major irritant, but the basic
Makarios-Grivas difference is still
over enosis. Grivas sees union
as the only solution to the Cyprus
problem, while Makarios continues
to give it only lip service.
d. Besides the personal dif-
ference between the two leaders,
there is also a growing Cypriot mis-
trust of Greek intentions on Cyprus.
The Cypriots apparently are in-
creasingly suspicious that Greek
forces on the island are to be used
eventually in a coup against the
present government.

4. Laos
e. The Greek Cypriots are re-
ported to believe that Athens is
adopting a more pro-Western stance
and will finally force a NATO-type
solution on the island.
a. Souvanna is convinced the
Communists intend to start a major
military offensive in Laos next
month.
b. He told Ambassador Unger
yesterday that he believes Souphan-
nouvong's current trip through
Hanoi and Peiping is to get assur-
ances of assistance for such a move.
c. Souvanna stressed the need
for doing everything possible now
to cut the North Vietnamese supply
routes into Laos. He said he in-
tends to talk to his generals about
getting ready to resist the expected
offensive.
d. Responding to Unger's sug-
gestion, Souvanna said that he would
soon speak to the King about settling
the differences among the neutral-
ists and establishing Kong Le as
the sole commander of the neutralist
forces.

5. Colombia
a. President Valencia may
have made a deal with Defense Min-
ister Ruiz Novoa as insurance
against the early demise of his
tottering government.
c. Valencia has now stated
publicly that Ruiz would make a
capable candidate for president.
He added that although Carlos Lleras,
whom he already endorses, will be
unbeatable in 1966, Ruiz turn
will come in the future.

NOTES
A. Central African Republic Radio Bangui an-
nounced yesterday that the government of
President Dacko had decided to establish dip-
lomatic relations with Peiping. The day before,
Dacko told the US ambassador that the Chinese
Communists had conditioned a $4 million loan
on recognition. He did not, however, indicate
that a decision was so imminent.
C. Honduras A sizable band of Communist-led
guerrillas is reported planning attacks on two
towns in northwestern Yoro Province The gov-
ernment believes about 300 rebels will be in-
volved and has sent 245 troops to intercept
them. Government forces are adequately armed,
but lack communications equipment.

D. VAR The UAR press, never noted for objectivity
in dealing with East-West issues, may soon take
an even more consistently anti-Western line.
Nasir recently shuffled key positions in the
government-controlled press, inserting a number
of leftist and pro-Communist journalists. A
newly created "higher press council," apparently
designed to see that the press toes the line,
will be headed by Khalid Muhyi al-Din, a long-
time advocate of Communist causes.
E. Ecuador Security forces have had to crack down
on demonstrators in Guayaquil, where the mili-
tary junta's tax reforms have aroused intense
public resentment. The cabinet in Quito has
recommended that the junta rescind its tax
decrees to head off further trouble.(
