1. South Vietnam
a. US and Australian advisers
have persuaded most of the Rhade
strike force elements to return to
their bases, but the tribesmen
could still cause trouble.
b. At one base, ten US mili-
tary personnel are being held as
hostages, but are not believed in
any danger.
c. Khanh told Ambassador
Taylor yesterday that he suspected
some US Special Forces personnel
had encouraged the Rhade plot or,
at least, withheld foreknowledge
of it from the government. He
agreed to keep his suspicions to
himself pending receipt of more
facts.
d. Students in the capital
of Binh Dinh Province carried out
noisy demonstrations over the week-
end, presenting the government with
the familiar demands that alleged
Diem remnants be thrown out of
office. As is becoming usual in
these cases, local authorities
stood aside and gave the demonstra-
tors their head.

e. The labor walkout which
began yesterday has been called off,
with the labor leadership crowing
that the government was forced to
give in.
f. Viet Cong incidents over
the past several days have been at
near record levels.
g. Much of this has been
terrorism and harassment in rural
areas, but several small-scale
attacks produced relatively heavy
government losses.

Congo was not satisfied with
Tshombe's performance at the Nairobi
meeting.

C. Christophe Gbenye, "Presi-
dent" of the "Congolese People's
Republic is now expected to arrive
in Nairobi soon. Ambassador Attwood
believes the stage is set for him
to appear as a "true" nationalist
devoted to ousting the foreigners.
d. Attwood reports that the
US is sharing the blame for
Tshombe's behavior. The Africans
feel US support, the use of US air-
craft in the fighting, encourages
Tshombe to resist compromise with
the rebels.
e. The OAU's secretary general
told Attwood yesterday that the
private, unanimous opinion of the
special committee was that the US
planes must be removed, since this
was a precondition to rebel accept-
ance of a ceasefire.

A. North Vietnam There has been no significant
change in the Communist military posture.1
B. North Vietnam - South Vietnam Peiping radio
has broadcast a claim by the North Vietnamese
that they are holding a pilot allegedly
shot down while flying a Laotian T-28 over
their territory.
comments that the T-28 lost on 18 August
could have wandered across the border. How-
ever, the pilot may have been captured by the
Communists after crashing in Laos and is now
good propaganda fodder for Hanoi.
C. Laos
the three princes argued
then broke up over Souvanna's
preconditions. They have decided to have their
deputies continue the talks in Paris.

D. Bolivia The situation remains quiet, but the
state of siege declared on Sunday continues.
There is still no evidence of a genuine plot
sufficient to justify the government's stringent
action. Our embassy speculates that Paz is
taking no chances on an incident during De
Gaulle's visit.

E. United Nations The UN working group charged
with working out a compromise on the USSR's
refusal to pay its UN arrears has bogged down.
The members are clearly reluctant to offend
the USSR,and India and the UAR want to let the
matter revert to the General Assembly. The
Indians believe nothing can be done until
after the US elections.
F. West Germany Bonn is considering whether to
ask for an amendment to the Western European
Union treaty to allow German development and
production of missile components.

changed so that West Germany can make antitank
missiles and larger destroyers.
Zanzibar A showdown between Karume and radi-
cals on his revolutionary council could be
shaping up in the wake of the killing of four
members of an Asian Moslem sect by one of the
council.(
/ The
radicals have already arrested other sect mem-
bers on charges of plotting to overthrow the
Zanzibar government.
H. Western Europe No decision on credits to the
Soviet bloc was taken during the EEC Council of
Ministers' meeting last week. Belgium and the
Netherlands are apparently looking for a way
to break the five-year limit and the West Ger-
mans say they are under pressure from industry
to do so. The French, who may extend ten-year
terms during commercial negotiations with the
USSR next month, apparently sought to keep a
free hand.
