South Vietnam: The Viet Cong now appear
ready to exploit the confusion caused by the
coup attempt.
Communist broadcasts on Monday urged
seizure of the initiative while the "US lackeys
are tearing each other to pieces." The call
was for stronger attacks in the countryside
and more agitation in the cities.
IV Corps
troops south of Saigon--now returning tired
and dispirited from their coup venture--may
be vulnerable.
In Saigon, Khanh still faces the delicate
job of conciliating the Buddhists without
again arousing the resentment of certain mil-
itary leaders. In addition, the students are
continuing to demand a governmental purge
while military officers are asking for a clean-
up in the army.
Meanwhile, animosity between South
Vietnam and Cambodia is growing. Sihanouk--
who considers a Viet Cong victory inevitable--
is treating the Communists' National Front
for the Liberation of South Vietnam more and
more as a de facto government.

2. Cyprus: Tension on the island has eased
somewhat during the past few days.

Makarios has agreed to allow food ship-
ments to Cyprus, and Ankara has announced that
one is ready to go. The Turks will insist,
however, that the UN rather than the Makarios
government supervise the unloading.

to seize "illegal" weapons, including those
held by the several hundred crypto-Communists
regarded by Makarios as his personal bodyguard.

Sukarno now will probably go ahead with
plans to depart later this week on another
of his junkets about the world. His absence,
however, will not necessarily preclude further
small-scale raids and airdrops in northern
Borneo or on the Malay Peninsula.

4. Indonesia-US: Sukarno appears to have
kept his promise to cut back on anti-American
demonstrations.
On Monday, Indonesian police turned back
demonstrators near USIA offices in Djakarta
and Surabaya. A PANAM flight also landed at
Djakarta without harassment.
5. Congo: Government forces are still do-
ing well in the north.
The rebel advance on Coquilhatville ap-
pears to have been stopped, and the rebels
to the east seem to be in full retreat./

Meanwhile, Kenyatta has scheduled the
first meeting of the OAU Congo Conciliation
Commission for Friday in Nairobi. Tshombe
has said he will be there. Kenyatta has also
invited the foreign ministers from Brazzaville
and Burundi in an effort to smooth out Leopold-
ville's relations with its neighbors.
Kenyatta hopes to minimize the commission's
involvement in the Congolese internal situation,
and not until later will he try to arrange a
meeting of Congolese factions to promote "na-
tional reconciliation."
6. Israel-Syria: Once again a Syrian-Is-
raeli-alagE-ETT-Ue in the offing.
The Israelis apparently intend to resume
cultivation of land within the disputed area
along the Syrian border. Local UN officials
fear this will provoke the Syrians to fire
at the Israeli workers without first protest-
ing through UN channels.
As always, this raises the possibility
of a retaliatory Israeli action that might
reach serious proportions.
7. North Vietnam-Laos: Hanoi appears to be
working on reducing the vulnerability of Com-
munist infiltration and supply routes into
Laos.

Two other camps along the supply routes
appear to have been abandoned,which we think
indicates an effort to disperse formerly con-
centrated installations.
8. Japan-Communist China: Tokyo has agreed
to exchange newsmen with Peiping, the initial
exchanges probably taking place later this month.
The Japanese may eventually find the deal em-
barrassing if, as seems a good bet, the Chinese
newsmen get involved in political agitation.
9. Sino-Soviet Relations: Border talks which
began-TE-WITTEFFiFTY-TErsyear have been sus-
pended, to be renewed later in Moscow.
Sino-Soviet differences over certain sec-
tions in the Far East are still unresolved,
but some agreement may have been reached on
the Central Asian frontier. Even if the talks
are resumed--which is not entirely certain--
the chances of an over-all, settlement appear
remote, as each side appears to prefer using
the territorial issue in an effort to dis-
credit the other.

10. USSR Space: The Soviets launched what ap-
pears to be another military reconnaissance
satellite--Cosmos 45--last Sunday. They have
'sent up at least one a month since April, tak-
ing advantage of the good photographic weather
from spring to fall.
11. Cuba-USSR: Havana's new fishing port will
soon -g-e-T-1-71-75ating dock from the USSR.

Further exa tion of
an early August mission
has turned up still another ICBM
complex with single silo launchers.
Thi g one, at Aleysk north
of Semipalatinsk, has three launch
areas about five miles apart and
a support facility. Like the three
other single silo complexes we
spotted earlier, it is in the mid-
stage of construction.
We have now identified
a total of 15 or 16 single silos
at the four complexes. Some of
them could be operational by mid-
1965.
