1. South Vietnam a. The situation remains con-
(as of 0800 EDT) fused and brittle.
b, Buddhist and Catholic
leaders in Saigon, as well as the
new triumvirate, have issued ap-
peals for order to the large bands
of armed Buddhists and Catholics
still roaming the streets. No
large-scale violence has yet devel-
oped, but minor incidents such as
this morning's burning of the
offices of a Catholic newspaper
could touch it off.
c. Buddhist and student
leaders in the north have been try-
ing to discipline their followers.
Most likely place for a new flare-
up is Hue, where a group of profes-
sors has demanded that the US with-
draw support from Khanh.
d. Just who, if anybody, is
running the government is not clear.
General Khiem says Khanh is still
premier, but civilian Deputy Pre-
mier Oanh claims he will become
premier after Khanh's supposedly
imminent resignation. Yesterday
Khanh told Ambassador Taylor he
would remain as head of the govern-
ment if he got an explicit state-
ment of support from "Big" Minh.

2. Cyprus
e. The indecisiveness of the
generals--particularly. Khanh--in
handling the disorders is drawing
heavy criticism in many quarters.
a. A showdown may develop
over Makarios' adamant refusal to
permit the rotation of part of the
Turkish Army contingent on Cyprus.
b. The Turks are determined
to carry out the rotation on Monday,
citing their rights under the 1960
Treaty of Alliance--which Makarios
unilaterally abrogated in April.
They say they. will "shoot if neces-
sary."
c. Makarios and his foreign
minister have gone off to Cairo,
and apparently do not plan to
return until late Monday at the
earliest.
d. The Greek foreign minister
tells us that Makarios, while in
Athens on Tuesday, rejected a pro-
posal for instant enosis, but
agreed to such a step should the
Turks again attack. Athens could
then react as if Cyprus were part
of Greece.

3. Congo
e. Thant is said to be opposed
to continuation of the UN peace-
keeping force when its mandate ex-
pires in late September, unless
adequate financing is assured. In
any case, Makarios may not consent
to an extension.
a. Government forces are not
coping effectively with rebels
over a large part of the country.
b. Despite Leopoldville's
claims, the ill-conceived and over-
publicized attack on Albertville
appears to have fizzled. Govern-
ment ineptitude contrasted sharply
with the well-coordinated rebel
defense.

c. Elsewhere, rebels have
destroyed the Kabalo railroad
installations, taken the main towns
of Uele Province, and routed Congo
Army forces west of Stanleyville
after a brief encounter./
d. Rebel "General" Olenga,
broadcasting from Stanleyville,
claims he has put the provincial
government under house arrest. He
also announced the end of the cur-
few and decreed that "all bars
must remain open all night," He
has also indicated that the CNL
may soon set up headquarters in
Stanleyville.

5. USSR - East
Europe
a. The Soviets' long talked
about Friendship Oil Pipeline to
Eastern Europe will begin to
operate in October--almost a year
behind schedule.
b. Even at that, they report-
edly used 32-inch pipe for one 690-
mile stretch, apparently reserving
prized 40-inch pipe--three quarters
of which has been imported--for
domestic natural gas lines.
C. This smaller pipe, and
resulting operational problems, will
cut the estimated annual capacity
of 48 tillion metric tons almost
in half. Consequently, plans have
apparently been made to parallel
the entire system.

NOTES
A Indonesia Yesterday Sukarno "attached" a
top CommunistParty official to the presidium
--the group of three deputy prime ministers
whose daily meetings largely administer the
government. While this appointment appears to
give the Communists direct access to the full
scope of government administration, the bal-
ance of power among the topmost figures of the
regime apparently remains unchanged. The
cabinet reshuffle falls far short of what the
Communists may have hoped for after Sukarno's
left-leaning 17 August independence day speech.
B India-USSR Defense Minister Chavan leaves
today for a good-will visit to Moscow claiming
that his principal business will be to arrange
final details of the MIG-21 deal. He plans
only exploratory talks concerning armored and
naval equipment, saying that recent British
offers have reduced New Delhi's sense of
urgency about acquisitions for the Indian Navy.

early. August reveals two SA-2
(SAM) sites and a possible SAM
support facility in the Belgrade
area.
b. All construction is com-
pleted, and some equipment is in
place. The sites could become
operational in a matter of weeks
--the time required to move in
the remaining equipment and the
actual missiles.
