. Cyprus
a. Constantine and Papan-
dreou have given verbal approval
to Acheson's plan for "instant
enosis," with a sizable Turkish
leased base on the island.
c. The Greek negotiator at
Geneva told Acheson that he thought
Papandreou lacked the "iron" for
carrying out the task under the
plan but that the defense minister
did have it.
d. Initial Turkish reaction
to the plan, presented to Acheson
at Geneva by the Turkish negotiator,
was negative. Efforts are now
underway2.in Ankara: to gain. Turkish
acceptance.

e. The Greek Cypriots are
still an uncertain factor. The
Greek defense minister went to
Nicosia Thursday ostensibly to in-
spect the Greek Army contingent,
but his real 50X1
purpose was to sell the idea of
"instant enosis," presumably by
declaration. He has now returned
to Athens. Makarios remains the
real stumbling block.

f. The Cyprus dilemma is
putting heavy pressure on the
Turkish regime.
g. Inonu realizes that he
faces a rapidly deteriorating
situation and that soon he will
have to give up Turkey's position
on Cyprus or resume military opera-
tions on the island.
/ Opposition to Inonu is
growing in his own party as well
as in the military and he may be
forced to resign, especially if
Cyprus is united with Greece with-
out prior Turkish approval.

2. Congo
a. Bukavu is now reported
to be almost completely in govern-
ment hands
c. Col. Dodds, Lt. Col. Rattan
and Vice Consul MacFarlane are safe
in Rwanda. No other details are
yet available.
d. TshombO is apparently
carrying out, at least in part,
his order of last Tuesday to expel
from the Congo citizens of Congo
(Brazzaville), Burundi, Mali, as
well as Tutsi refugees from Rwanda.
Some 1,000 Mali citizens have been
expelled to Brazzaville and other
nationals are being arrested.
e. This campaign has caused
no disturbances thus far but the
Congolese surete looks for out-
breaks soon in Leopoldville, in-
stigated by rebel sympathizers.

f. There are growing signs
that some member states of the
Organization of African Unity (OAU)
want that group to move in on the
Congo problem. Nigeria\
/to
push for an OAU Council meeting
on the Congo, and Algeria and Mali
have announced that they will also
press for a meeting.
g. Tshombe's appeal to five
African states for troop assistance
has generated strong opinions in
some African capitals that assist-
ance of this sort should be fur-
nished only under OAU auspices.
Anti-Tshombe sentiment has increased
in radical states and in some
moderate capitals.
h. Some of the radicals want
the OAU to become involved to
further the rebel cause. r

3. Burundi
a. Leading cabinet members
who want a republic are reportedly
plotting to overthrow the tradi-
tional ruler--the Mwami--a moder-
ate who is friendly to Western
representatives.
b. These government leaders
have been involved in the opera-
tions of Tutsi tribesmen against
the Congo and Rwanda and fear that
Burundi will be attacked in re-
prisal. They have charged that
the US and Belgium have encouraged
Rwanda by furnishing it arms.
c. Our embassy in Bujumbura
reports that the Chinese Communists
have upped their pressure for
closer relations with Burundi.
They have offered military assist-
ance and want to install a mili-
tary attach?

4. Yemen a. A shake-up in the regime
may be in the'making.
5. 1 Haiti
b.
President Sallal and
his right-band man Vice President
al-Amri will be ousted shortly and
replaced by more popular members
of the regime. Prime Minister
Hamud al-Jaifi is mentioned as
Sallal's successor. Tribal council
head Ahmad Numan would be the new
prime minister.
c. Cairo probably agrees
with the arrangement even though
the prospective replacements are
likely to be less amenable to
Egyptian influence than their
predecessors. The new men have
tribal and religious connections,
however, which could be used to
beef up the regime's position
against the royalists.
a. Duvalier's troops, still
trying to wipe out the two rebel
groups in the south, are not hav-
ing much success and reportedly
are suffering substantial casual-
ties.
b. Regime forces travel in
large groups and are afraid to
patrol at night.(

NOTES
A. Algiers Dissidents, who have been operating
in remote parts of the country -for some time,
have now become active in the First Military
Region, which includes Algiers. Ben Bella's
regime has increased its efforts to eliminate
this opposition but has had only limited suc-
cess.
B. Italy The death yesterday of Palmiro Togli-
atti, long-time boss of the Italian Communist
Party, will unquestionably touch off a struggle
for power within the party hierarchy. We'expect
that Deputy Secretary Luigi Longo will be
promptly named to head the party to demonstrate
unity and continuity of policy. But as the
dog-fight for ultimate power goes on behind
the scenes, we look for erratic behavior in
party policy.

D. Sino-Soviet Controversy Peiping has not yet
responded officially to Moscow's invitation to
a meeting in December of 26 parties to discuss
differences. Before the Soviet proposal was
floated, the Chinese had said they would boy-
cott any such meeting this year. Signs are
now appearing in the Chinese press that they
intend to issue counter-invitations to a con-
ference they would hold in Peiping.
E. Communist China We still have no firm evidence
that major ground force redeployments have taken
lace in China./
F. USSR
an unusual number of Soviet naval vessels
were operating in the Mediterranean.

launch pads G3 and G4 under con-
struction at Tyuratam will support
boosters with thrusts of 1,5 to
2 million pounds,
c. We cannot yet say what
the characteristics will be of
such boosters, but storage tanks
and dump basins at these pads in-
dicate that vehicles launched from
them will use liquid propellants.
d. Coverage of the Lop Nor
installation in western China pro-
vided further evidence that it is
a nuclear test site.
