Cyprus a. Tensions on the island may ease somewhat as a result of Makarios' agreement yesterday with UN representatives to relax the economic blockade against Turkish Cypriot communities. b. It remains to be seen, however, how far the Greek Cypriots will go in carrying out the agree- ment. We have reports that water and fuel supplies have already been restored to some areas. But Makarios has insisted that easing the blockade must not prejudice "normal military security measures.' d. Greek Cypriot leaders, backed by Soviet propaganda and anticipating Soviet military aid, probably believe they can force a solution to the Cyprus problem based on full independence and self-determination. Communist- line deputy Lyssarides, just back from Moscow, is voicing this view. Greece has withdrawn its military and civilian personnel from NATO branch headquarters at Izmir, Turkey, despite urgent ap- peals from NATO headquarters in Paris. The NATO secretary general has asked both Greece and Turkey to return the forces they had with- drawn from NATO and to press Makarios to cancel his appeal to Moscow for military help. Congo a. Tshombe apparently in- tends to use his mercenaries soon to lead "mobile groups" against the rebels. c. Albertville, seat of leftist Gaston Soumialot's "Pro- visional Government," may be in a state of near anarchy. Soumialot has been reported in Kindu and ap- parently is not going to Stanley- ville as expected. His name has not been mentioned in the many pronouncements uttered by rebel "General" Olenga since his insur- gents seized Stanleyville. This suggests to us that Olenga may contemplate taking over the rebel leadership. d. Our embassy in Leopold- ville reports that the rebels may be on the move again in Kwilu, pushing toward the provincial capital of Kikwit. USSR g. Moscow's Pravda has charged that the "transfer of US paratroopers and armaments to the Congo" can only mean that the US is entering another undeclared war of the "South Vietnam type." h. The Congolese Government announced this morning that it will expel all nationals of neighboring Congo (Brazzaville) and Burundi because their governments are aid- ing the rebels in the Congo. a. Yesterday's space opera- tion from Tyuratam differs from any previous Soviet launching. Most Cosmos satellites launched from Tyuratam have been for military reconnaissance. USSR-Zanzibar A Soviet ship arrived in Zan- zibar yesterday carrying military 50X1 advisers and a light cargo of military supplies, 50X1 The sup- plies delivered yesterday may be intended for the expansion of Soviet training to include Tanganyikans as well as Zanzibaris. B. Yemen An army of Yemeni republican tribesmen, with Egyptian artillery and air support, has started an offensive against royalist tribes in northwestern Yemen near the Saudi Arabian border. Tactically, the operation is aimed at cutting what supplies may be reaching the royalists from Saudi Arabia. It is probably also part of a broader effort to eliminate royalist resistance before the Arab states' summit conference scheduled for 5 September. C. British Guiana The arrest of opposition leader Forbes Burnham on Monday on charges of illegal possession of shotgun shells further confuses the political situation. Five other members of Burnham's party were imprisoned the same day, allegedly for complicity in the recent bombings in Georgetown. As a result, the East Indian community may rally to Premier Jagan's cause, dimming prospects for the new anti-Jagan Justice Party which has begun to attract East Indians dissatisfied with the Jagan regime. South Vietnam Interrogations of two Viet Cong defectors and the contents of a captured Viet Cong document indicate that the Communists plan a change in tactics in their forthcoming fall- winter-spring campaign in the northern part of the country. They allegedly will initiate a "war of annihilation" against the South Viet- namese Air Force in which everyone in each air force unit under attack will be killed and the unit erased from the table of organization. They will also reportedly start a campaign of "clinging to the enemy." Both campaigns, if carried out, would be a marked departure from typical insurgent hit-and-run tactics. Bolivia Police sent to wipe out the guerrillas in Santa Cruz Department early this month made no headway, and the armed forces have taken over the counterinsurgency effort. Vice President that unless the lawlessness is quickly halted it could reach a point where all opposition forces would climb on the bandwagon, including Communists and Castroites. The efficiency, discipline, and competent leadership of the guerrillas suggest that the government's campaign might be a long one. H. Cuba-Bolivia The Bolivian foreign minister has told our ambassador that La Paz may announce tomorrow that it has broken relations with Cuba. President Paz may have been holding off to give the Cuban Embassy time to arrange its affairs and establish an underground organization. The Cubans in La Paz have reportedly stepped up their efforts in the last few days to arrange a "stay behind" network and have been in closer contact than usual with Czech Embassy officials.
