1. Cyprus
a. Tension remains high.
b. Greek Cypriots are continu-
ing to improve their positions in
the Kokkina area, Turkish Cypriots
throughout the island are feeling
the pinch of the economic blockade
--a situation they feel could even-
tually force them to break the
cease-fire.
d. No matter what Soviet
military intentions are with re,
spect to Cyprus--and so far we have
seen no pattern of military prepa-
rations which seem related, Soviet
statements have thrown a spanner
into the works.
e. In Ankara, Turkish Foreign
Minister Erkin, at least, is dis-
turbed. He interprets remarks by
Gromyko to the Turkish ambassador
to Moscow on Saturday as meaning
that the USSR will attack Turkey
if Turkey again strikes at Cyprus.

f. Erkin has told Ambassador
Hare that there is no question of
any more Turkish air strikes: the
"Soviets have taken care of that."
He wants an American evaluation of
the situation.
g. Nevertheless, there has
been no reduction in Turkish readi-
ness.
h. Observers on Cyprus warn
that Greek Cypriots may overestimate
the extent to which the Soviet aid
offer will serve as an umbrella.
i. Cypriot officials, mean-
while, are beginning to leave for
Moscow, and the dimensions of the
aid offer should soon become more
clear.

to Geneva to "oversee" the work of
the mediator's office, but is not
yet naming a new mediator. Gab o 50X1
Plaza, now on Cyprus,is also being
talked of for the job.
a. A government force has
retaken Kabalo, a North Katangan
rail center due west of Albertville.
This may further dismay rebels in
Albertville, already reported in a
state of panic.
b. Government forces in Bukavu
were reported Sunday to be "mopping
up" after their successful defense
on Friday.

NOTES
B. Indonesia-US The US Embassy in Djakarta sug-
gests that Sukarno's speech yesterday aligns
Indonesia more explicitly than ever before with
such regimes as North Vietnam and North Korea.
Moreover, since the speech gave "virtually the
green light" to the PKI's program, the embassy
expects increased harassment of the US govern-
ment and private presence in Indonesia.
