Cyprus a. Tensions in the Kokkina area have eased off somewhat. UN forces have begun to take positions between Greek and Turkish Cypriots in the vicinity of the village. c. Belcher believes the Turk- ish Cypriots have something up their sleeve which will force the Greeks to break the cease-fire and give Ankara an excuse for inter- vention. - d. Thimayya's request for another UN battalion has been for- warded to the nine UNFICYP par- ticipants. e. Communist China a. The Chinese have made considerable headway in their push to become self-sufficient in pet- roleum. b. This year they will be able to meet most of their needs from their own resources but will still be dependent on the USSR for nearly all their jet fuel, avia- tion gas, and high grade lubricants. c. Imports from the USSR have been dropping in recent years. South Vietnam 5. Pakistan a. Khanh has confirmed to Ambassador Taylor his intention to carry out his government reorgani- zation b. Minh, however, has told Taylor he will resist Khanh's plans to send him abroad as part of the reorganization. c. Any obstructionism by Minh probably would not prevent Khanh from following through with his plan. If Minh refuses to leave the country, however, he could become a focal point for opposition to the Khanh regime. a. President Ayub told McConaughy Monday that at present his "reappraisal" of foreign policy only involves SEATO. b. He said SEATO is of no real value to Pakistan, adding-- somewhat disingenuously--that Pakistan is "embarrassed" because its "liabilities nearer home" do not permit it to pull its weight in SEATO. Panama Pro-Castro agitators are yet again planning demonstrations in Panama City this weekend during the celebrations marking the fiftieth anniversary of the opening of the canal. D. Lebanon President Shihab, who is apparently still determined not to accept a second term, has indicated he will use his influence to break the deadlock over succession to his office. Shihab can probably rally a quorum in parliament and enable the election to take place on 18 August as scheduled. Chile-Cuba Chilean officials have told our embassy that they had just learned a Greek ship is loading a cargo of Chilean lumber, beans, and wine for Cuba. They said they, were bringing it to our attention to avoid mis- understandings. In their view, the shipment was not affected by the recent OAS trade embargo decision against Cuba since it was arranged by private interests prior to the OAS decision. 50X1 c-... Preliminary examination of the lirst nnekacrp of Mission shows more ICBM dispersed single silos in an early stage of construction, this group in the Soviet Far East. b. This group is located at an existing ICBM complex at Olovyannaya, southeast of Chita, and consists of six silo areas ?separated by distances of three or four miles. c. This second discovery of dispersed single silos confirms the Soviets are shifting new ICBM deployments to this less vulnerable system. We cannot yet tell which missile is intended for these silos but suspect it will be the SS-9, which has had a highly suc- 50X1 cessful test record, so far.
