1. Cyprus a. The uneasy truce continues.
b. The Greek Cypriots refuse
to pull back from their positions
around Kokkina and are reinforcing
with troops and artillery. Bellig-
erent and uncooperative, they
threaten they will push the Turks
into the sea.
e. The Turks still insist the
Greek Cypriots must pull back, but
indicate they won't resume attacks
unless the Greek Cypriots do.
f. The Greek Government is
under considerable pressure, par-
ticularly from the extreme left,
to take a stronger line. In both
Greece and Cyprus anti-US agitation
is on the rise, with violent inci-
dents possible.

g. The Greek and Turkish gov-
ernments appear determined to push
ahead at Geneva, although their
positions are Still far apart.
h. The Scandinavian govern-
ments have been re-examining the
status of their troops in the UN
peacekeeping force but have not de-
cided on any action toward pulling
them out.
i. Greek Cypriot leaders con-
tinue to press for Soviet military
aid)
j. We doubt that Moscow is
likely to move quickly to involve
herself to this extent in the cur-
rent Cyprus crisis, however, and
any such assurances are probably
largely for propaganda purposes.

2. Congo a. There is word of further
scattered rebel gains.
b. The immediate attack on
Bukavu, in the east, has been tem-
porarily stalled by a blown bridge
and T-28 strikes. Limited govern-
ment gains continue in northern
Katanga.
c. The US consul in Stanley-.
yule was to have been evacuated
today, but the local rebel "general"
has refused to guarantee the safety
of nationals of countries aiding
Tshombe and advised against arrival
of the UN aircraft.
f. Belgian dependents are
being authorized to leave the Congo
immediately. Ambassador Godley
comments that this news, spreading
fast around Leopoldville, is likely
to shake Congolese morale.

step up Belgian aid to Tshombe are

Van der Walle, may serve to buck

the specialist had earlier been
scheduled to take part in an Italian exhibit
of surgical instruments in Peiping. Moreover,
the Chinese press now reports that Mao was
photographed with performers at the Peiping
opera Monday night. He would at least seem
well enough for ceremonial duties.
Bolivia Faced with unrest in various quar-
ters and threats by adherents of ex -L'Irice
President Lechin to rebel, the government has
declared a "state of emergency." Concern
over repercussions following a break with
Cuba--possibly in the offing--could also be
a factor.
C. European Satellites East Germany, Poland,and
Czechoslovakia had higher rates of industrial
growth in the first half of 1964 than in 1963,
the postwar low, largely because of the return
of normal weather during the past winter.
The southern satellites are doing much better.
Bulgaria had a 10% growth rate and Rumania
16%. Hungary also had a 10% rate, but an
incipient labor shortage threatens this.

D. Berlin Lowered water level in the canals,
caused by cumulative drought, has substantially
reduced the flow of goods reaching West Berlin.
However, the West Germans seem to be painting
a gloomier picture of the supply status than
actually prevails, apparently in an effort to
get the allies involved quickly with the USSR
on Berlin access questions.
