ceeding, so far with little enemy
resistance. A combined force of
rightist and neutralist troops
occupied Muong Kassy yesterday al-
most unopposed.
b. Elsewhere, the situation
is little changed from the day before.
c. In Paris, the French are
letting it be known that De Gaulle
is envisioning a series of Southeast
Asia conferences, leading up to a
settlement in Vietnam.
a. Makarios is taking an in-
creasingly intransigent line. In
Athens yesterday he announced that
Dean Acheson's suggestions are
"absolutely unacceptable."
b. A Greek Government spokes-
man earlier has said only that
Athens did not intend to "answer"
Acheson's proposals immediately.
Cyprus radio yesterday broadcast
a fairly accurate account of the
Acheson memorandum.

c. The Greek minister of de-
fense, who participated in recent
talks with Makarios, has admitted
to Ambassador Labouisse that Athens
cannot control Makarios.
d. In Cyprus, no major inci-
dents have been reported. Another
Greek ship, probably carrying arms,
arrived at Limassol

move into new areas.

a. There are signs that Tutsi
refugees both in the Congo and
Burundi may be preparing to attack
Rwanda.
b. Those in the Congo are
said to be armed with weapons aban-
doned in Kivu by Congolese Army
deserters. The refugees are prob-
ably receiving advice from the Kivu
rebels and the Chinese Communist
Embassy in Bujumbura.
c. The object of the refugee
attacks would presumably be to set
off another wave'of tribal warfare.
In the ensuing confusion, the Tutsis
would hope to bring down the Rwanda
Government.
a. The British are urgently
preparing to offer naval assistance
to India. They have heard that New
Delhi has already sounded out the
Soviets on getting aid for a naval
shipbuilding program.

b. The British are planning
to offer three old frigates, and
possibly coastal minesweepers and
a submarine. The British will
also offer a loan of more than $36
million for construction in India
of three new frigates.
c. It is not entirely clear
why Sandys is in such a hurry to
put this proposition to the Indians,
although it is true that their
defense minister is slated to visit
Moscow shortly.
a. Incidents along the cease-
fire line have been unusually fre-
quent in the past two or three
weeks, but the situation is not as
grave as represented by the press.
b. We have seen no evidence
that either side has deliberately
tried to stir up trouble.
c. Military units on both
sides of the line are usually ro-
tated at this time of year, and we
suspect that a good deal of the
shooting recently has been by green
troops not yet familiar with the
terrain or the local ground rules.

NOTES
A. South Vietnam In the second large-,scale ambush
in three days, a government battalion was way-
laid yesterday, about 30 miles north of Saigon.
Total casualties on both sides in these actions
reportedly were heavy. Elsewhere, the Viet
Cong in the past few days have been harassing
hamlets and outposts, and mining roads, mostly
in the south.
B. China-USSR Peiping's public refusal to go
along with Moscow's proposal for an international
Communist gathering is clearly a tactic to warn
wavering parties that their acquiescence would
hasten' a Sino-Soviet break. If the Russians
convene a "preparatory" meeting of pro-Soviet
parties, the Chinese can call it a move toward
an open break. But if the Soviets hold off,
the Chinese can say they forced a back-down.
C. West Germany - USSR German officials see no
insurmountable obstacles to an Erhard-Khrushchev
meeting but think it may not take place until
early next year. Adzhubei, in discussing pros-
pects for a conference, disagreed with Erhard
that the German reunification question should
be on the agenda and that the meeting be in
Bonn. He suggested that the two leaders might
meet in a third country. The Germans think
the next move is Moscow's.
