1. Cyprus
c. As expected, Makarios was
tough in Athens, rejecting out
of hand the proposals which Ache-
son has advanced to the Greeks.
d. The Greek foreign minister
now tells us he does not see how
an agreement can be reached with
the Turks which the archbishop
would accept.
e. He suggests the best
tactic may be a secret Greek-Turkish
understanding, to be put into effect
only after achievement of enosis,
which would eliminate the Cypriot
?government as a party to negotia-
tions and thus presumably tie Maka-
rios' hands.
f. Meanwhile, we have been
told by the Greek minister of de-
fense that Makarios admits he has
ordered four motor torpedo boats
from the USSR.

a. The government offensive
is moving ahead, albeit slowly.
Pathet Lao troops are reported
pulling out under pressure from
rightist guerrilla and regular
forces.
c. The situation in the Muong
Soui area is unchanged(
e. Butler reports that Khru-
shchev is serious about getting
the USSR out of the Laos mess, but
the foreign office apparently feels
the Soviet premier will not move
"precipitously" to withdraw from
the co-chairmanship.

7. Cambodia -
South Vietnam
a. The Cambodian Foreign
Ministry has followed up Sihanouk's
charges by giving our embassy a
very strong note accusing the US
and South Vietnam of dropping
"poison powder" on Cambodian vil-
lages.
b. The note says Cambodia
cannot accept US denials of partici-
pation or refusal to accept respon-
sibility. It demands that the US
cease "this barbarous new form of
aggression" and offer apologies
and compensation.
c. The Phnom Penh press and
radio are giving the alleged inci-
dents full play.

A. UK-Libya London is ready to offer the Libyans
a package deal which would give the British
continuing transit and staging rights at El
Adem air base in return for pulling their gar-
risons out of Tripoli and Benghasi. If they
work out something like this, it will probably
make our own negotiations over Wheelus more
difficult.
