1. Cyprus
e. Papandreou, back from Lon-
don, is scheduled to talk to Maka-
rios this weekend and may well urge
caution on the archbishop.

2. France
a. De Gaulle's chief thrust
in yesterday's press conference
was on "what an independent Euro-
pean policy could and should be."
b. Europe, in the general's
grand design, must play a greatly
expanded role not only in the
Atlantic alliance but also in
world affairs. He apparently in-
tends to take initiatives which
his European partners would feel
obliged to support. The German
Government has already reacted
unfavorably.
c. De Gaulle also appealed
over the heads of neighboring gov-
ernments, asking their people to
rally to his concept of a loose
confederation of nation-states.
d. Not surprisingly the cap-
abilities of France's nuclear
strike force were painted in bright
colors, as much to silence French
critics as to impress his European
audiences.
e. The call for a "Geneva!'
conference on all of Indochina will
be welcome in Peiping.

3. South Vietnam
f. The Chinese will also be
pleased by their inclusion as one
of the major powers bearing direct
responsibility "in the past and
present fate of Vietnam." We note
that this formulation enables De
Gaulle to include France as well.
g. We doubt he seriously in-
tends, given the state of the French
budget, to follow through on his
grandiose proposals for an expanded
aid program for all of Indochina.
a. With Viet Cong activity at
record levels and Khanh distracted
by his efforts to keep his associ-
ates under control, the question of
"marching north" seems to be bring-
ing on a new crisis.
b. Khanh remains at odds with
General Minh and the generals who
helped overthrow Diem, despite .
efforts to get them all to pull
together.
c. Khanh is telling us and
the British of his deep concern
over evidence of popular passivity
and war weariness. He seems con-
vinced the people need a stimulant
like carrying the action north in
one way or another.

4. Haiti
d. Whether because Minh be-
lieves it or because he wants to
undercut Khanh, he is making
speeches which disagree with this.
e. The matter of Commodore
Ky's press conference may be bring-
ing the situation to a head.
a. Duvalier, tormented by an
inability to bring the rebels to
bay, apparently has developed
exaggerated ideas about their numbers
and prowess.
c. Distrustful of all con-
nected with the affair, Duvalier
has acted with his usual savagery.
Many, hostages have been killed,
some by his own hand.
d. He blames most of his
troubles on the US and threatens
to close down our embassy once the
rebels are beaten

5.? Singapore
a. Press reports say that
racial violence has eased today.
The official death toll for three
days of rioting stands at 19.
b. The Singapore police,
though grateful for the quiet,
anticipate that the trouble will
persist, given the volatile nature
of both the Malays and the Chinese
and the willingness of toughs on
each side to take advantage of
every pretext for violence.
c. So far there have been no
repercussions of this in Malaya
itself.

NOTES
A. USSR Our analysis of Moscow's mid-year eco-
nomic report indicates that the Soviet economic
performance in the second quarter was worse
than in the mediocre first quarter. One
trouble, which the economic bosses have not
yet solved, are the distortions which the high
priority given 'the chemical industry and
agriculture have introduced.
B. Congo Kindu, the capital of Maniema Province,
has been occupied by rebel bands. Their next
move is ?unknown, but they are four hours by
truck from Stanleyville. The government has
also lost additional ground in North Katanga.
With this background Tshombe has arrived in
Bukavu where the government's thin line of
partisans are looking for him to pull off a
miracle.
C. Jordan-Yemen Husayn has issued a royal decree
recognizing the Yemeni Republic. This is
another step in the growing rapprochement
between Husayn and Nasir
D. Afghanistan
officials in Kabul have taken the
position that Afghanistan could not now associ-
ate itself with regional cooperation arrange-
ments

E. Iraq The abrupt nationalization decrees of
ten days ago have sharpened political and
religious tensions throughout Iraq. They have
also made it harder for Arif to maintain the
precarious balance between pro- and anti-
Nasir elements which has kept him in power.
F. Brazil As expected, the extension of
Castello Branco's term of office to March 1967
brought only minor outcries, most notably
from Carlos Lacerda, a putative candidate.
In general the step seems to have been favor-
ably received by the public.
G. Indonesia-Malaysia The Indonesians
are
still training overseas Chinese from the Malay
Peninsula and have every intention of sending
them back onto the peninsula to set up "guer-
rilla pockets."

a. Both packages from
Mission have now
been examined, Results are sparse
because of extensive cloud cover.
b. Two new missile launch
facilities have been turned up,
however, which may shed new light
on the state of the Soviet air
defense program.
c. One, in the early stage
of construction, is at Cherepovets,
about 200 miles north of Moscow.
The other lies just to the west of
Tallinn, Estonia.
d. Both have important simi-
larities to a test area at Sary
Shagan and to the facility north-
west of Leningrad which had been
suspected of being designed for an
ABM role.
e. No new starts on ICBM
launchers were noted. The photog-
raphy also disclosed that construc-
tion work has stopped on six SS-7
hard launchers at the Gladkaya
complex.
