a. The rioting began again
this morning for the third straight
day. There have been at least 18
deaths so far, and hundreds of
casualties.
b. There is no evidence that
the Indonesians are directly in-
volved
C. However, the violence is
grist for Sukarno's mill, since it
dramatizes the Malaysian communal
problem and inflames Malay fears
of the Singapore Chinese majority.
a. President Dorticos has
taken on the two top economic
jobs in the regime in the latest
of a series of moves aimed at
bringing some order out of the con-
fusion.
b. He is to be minister of
economy and director of the cen-
tral economic planning board.

c. As president, Dorticos
has had prestige, and perhaps some
influence, but he has been a
figurehead. Even if Fidel now
gives him real authority, it up-
pears to us that the problems of
the Cuban economy are bigger than
he is.

NOTES
A. Congo Tshombe talked to representatives of
the Kivu rebel government last night in
Bujumbura, with what result we do not yet
know. This was his first attempt to come to
grips personally with the dissidence in the
eastern provinces. Next he goes to Bukavu,
capital of Kivu, where he intends to talk to
the tribal chiefs in the vicinity.
B. Italy Moro's new cabinet is virtually the
same as before. This could mean his position
is stronger than it seemed earlier, notwith
standing the hostility toward him on the
part of Fanfani and others in his own party.
However, there is still no evidence of any
real agreement among party leaders on the
issues, and the odds are not good for Moro's
long survival.
