1. South Vietnam
2. Cyprus
a. Viet Cong battalion-sized
attacks continue at the highest
level ever.
b. Since 1 July there have
been eight confirmed attacks of
this magnitude and three of com-
pany size. This does not include
the ambush in Chuong Thien reported
in this morning's press.
c. Other Viet Cong activity
last week was the highest since
the period immediately following
Diem's overthrow.
a. The Turks are about to
release a propaganda film that
seems certain to stir up more
anti-Greek feeling in Turkey.
b. USIS believes that the
film--full of Greek Cypriot
atrocities against Turks in Cyprus--
will make any Turk who sees it
want "to go out and kill Greeks."

c. On the island, Turkish
Cypriot morale is slipping as the
Greeks continue their economic
squeeze on Turks in Nicosia. A
new Turkish Cypriot commander has
taken over in an effort to restore
discipline.
d. Papandreou is displaying
a somewhat more forthcoming atti-
tude in Geneva.
f. Acheson, after his latest
meeting with the Greeks yesterday,
comments "at least we are moving
down the track, even though there
is a very high hurdle between us
and the finish line." By "hurdle"
he means the Turkish demand for a
sovereign base area.

3. Laos
a. Souvanna is having trouble
maintaining cooperation between
neutralist and rightist leaders.
d. The Pathet Lao have turned
down Souvanna's suggestion that
talks be held in New Delhi.
e. The Communists have again
broadcast a statement attributed
to US Navy pilot Charles Klusman,
in which he purports to say he is
/well and in good hands, and that
he now realizes his "guilt."
Klusman himself did not speak on
the broadcast.

NOTES
B. Cambodia The UN mission will recommend
demarcation of the Cambodian - South Viet-
namese border and the stationing of a UN
observation team on the Cambodian side. We
think this will draw a Soviet or French veto
and get little support from U Thant, who is
chary of getting the UN more involved in
Southeast Asia. Sihanouk has returned home
from Paris, spouting praise of France and its
offers of military and economic aid.
C. Warsaw. Meeting So far Khrushchev had made
no new or startling pronouncements during his
visit. His reception by the Poles has been
only lukewarm. He ?is scheduled to leave
Warsaw tomorrow morning.

E. Singapore It is not yet clear what sparked
the Malayan-Chinese rioting in Singapore. The
US Consulate General reports this morning that
the disturbances are spreading and the police
and Malaysian troops may not be able to contain
them. No casualties among Americans have been
reported.
