2. Cyprus: Greek arms and ammunition con-
tinue to arrive. The latest shipment may have
included three 18-ton tanks, the first of this
size to reach the island.
Italy, Political dopesters in Rome are
predicting the new government will not outlast
the Christian Democrats' national congress
scheduled for late September.

They have no real evidence other than signs
that none of the parties in the coalition are
enthusiastic about being in it, but joined
because there was no other way to get a govern-
ment to run the country.
Moro may encounter fresh difficulties
right away, as he turns to the task of allocat-
ing cabinet posts.
After that he must face Parliament, where
the compromises he has with such difficulty
won on principles and program will be vulner-
able to attack from his own party as well as
from the Socialist left.
4. Laos: Operation Triangle is still behind
schedule because of bad weather and logistical
difficulties.
Conceivably, it could be further delayed
by Kong Le, who now says his high position and
international reputation will not permit him
to serve as deputy to rightist General Koupra-
sith, the commander of Operation Triangle.
On the diplomatic front, the Pathet Lao
have turned down Poland's proposal for talks
between the three Laotian factions. This sug-
gests the Communists have decided that there is
no money to be made by any kind of inter-
national meeting on the Laotian problem at
?this time.

5. Congo: Tshombe is undertaking to deal
personally with the dissidence in eastern Congo,
and is flying to Bukavu.r
While Tshombe is far from popular with
all the tribal satraps involved, this approach
is at least realistic in recognizing that a
military solution could elude him for some time.
6. South Vietnam: Viet Cong military opera-
tions continue on an unprecedented scale.
Since the first of the month, there have
been twelve large-scale Viet Cong attacks, at
least seven of which were in battalion strength.
? We expect the Communists will keep up the
pace at least through the remainder of July,
to mark the tenth anniversary of the Geneva
Accords.
7. Communist China - Burma: There have been
faint signs recently that the Burmese would
like to correct course slightly in the direc-
tion of the West.

8. Pakistan: Still reacting to US military
aid to India, Ayub has taken an even more
neutral stance toward Southeast Asia.
The most recent manifestation of this was
a remark to the press in London that he sees
no reason for Pakistan to become involved in
a US-China confrontation over Indochina.
9. USSR-Japan Moscow has contracted for
the purchase of two Japanese chemical plants
worth $52 million. Terms of the sale call for
15-20 percent down and the balance over seven
to eight years.
This is the first long-term credit Khru-
shchev has been able to arrange in his campaign
to build up the Soviet chemical industry.

10. Argentina: Serious friction between the
Illia government and the military could develop
out of the OAS foreign ministers' meeting.
Illia still wants to temporize while the
military insists on an Argentine vote against
Castro. /
12. Nepal-USSR: The Nepalis are in some sort
of arms deal with the Soviets. We have no
details)
King Mahendra possibly has concluded that
his position could scarcely be more exposed,
and that it would be a good idea to diversify
his foreign support
13. Venezuela: Communist terrorists have com-
mitted five street murders in Miranda State
since 10 July. Some of this activity may have
been in retaliation for current army operations
against guerrillas in Miranda.
