1. Congo
a. Despite his brave talk of
reconciliation,it is already clear
that Tshombe faces the same threat
in the east as Adoula.
b. The insurgents there say
they reject Tshombe and will press
on with their rebellion. They are
in fact oozing westward against
little if any opposition from the
small and frightened Congolese Army
detachments in their path.
c. Tshombe indicates that,
unlike Adoula, he will move with
energy against these rebels. He
has told Ambassador Godley that the
North Katangan variety must be
"crushed forthwith" and Albertville
reoccupied within 15 days.
d. To this end he is bring-
ing his 3,000-4,000 gendarmes back
from Angola to bolster the local
Congolese Army. This could do the
trick in Katanga.
? e. It is not certain that
Tshombe will use his gendarmes in
other provinces. He does hope in
time to reshape the Congolese Army,
which he says is now little better
than a "band of mutineers."
f. The general reaction else-
where in the Congo to Tshombe has
been favorable, although opposition
from passed-over politicians will
grow with his problems.

2. Cyprus
a. We now have our first
indication of what Makarios may
have had in mind when he predicted
that the next two weeks would be
"very dangerous" because of "new
laws" being passed.
b. The House of Representa-
tives, exclusively Greek Cypriot
now, Thursday abolished the con-
stitutional provision that Greek
and Turkish Cypriots must be tried
before judges of their own com-
munity.
c. The Turks and Turkish
Cypriots are apt to react strongly
to this latest violation of the
basic articles of the Cypriot con-
stitution, though just what form
this will take is uncertain.
d. With each passing day
the island is turned more and more
into two armed camps.

3. North Vietnam -
South Vietnam
g. It is hard to pin down
just how many Greek regulars are
present, but it could be 6,000 or
more.
a. A great many signs point
to a reinforcement of Communist
forces in the more northernly
provinces of South Vietnam, where
Viet Cong activity has been heavy
lately.

4. Laos
b. The precise extent of the
buildup is not known, but among the
new infiltrators are North Vietnam-
ese, some of whom were probably
drawn from Hanoi's military and
security services.
c. We expect to see more North
Vietnamese showing up in Viet Cong ?
ranks as the pool of refugee southern-
ers available tO Hanoi- dries
d. No tactical units of the
North Vietnamese forces have been
involved as far as we know.
e. In an effort to meet this
threat, the government is shifting
an airborne battalion from the Sai-
gon area.
a. The weather, which had
been hampering the deployment of
government forces for the move on
Phou Khoun, improved yesterday.
If the weather holds, these forces
should be in position within three
days to kick the drive off.

5. France
c. Souvanna, having heard
from the King, is seeking replace-
ments for two cabinet ministers
under fire for blatant corruption.
Both have long been close to General
Phoumi, and their removal could
trigger a move by Phoumi to reassert
his position, somewhat eroded since
the April coup.
a. De Gaulle has now confirmed
what nobody has doubted, that he
will seek re-election next year if
his health holds up.
b. If it does not, he still
intends to play an active part in
choosing his successor. As of now,
he leans toward Pompidou. In re-
cent polls, Pompidou has run ahead
of Socialist Defferre.
c. De Gaulle is thinking of
including on the 1965 ballot a
referendum on a constitutional
amendment which would designate
the premier, instead of the presi-
dent of the senate, to succeed to
a presidential vacancy.

B. USSR We have heard that the Soviet ambas-
sador to London left yesterday on a rush trip
home to attend a central committee plenum to-
day. Ambassador Dobrynin is leaving today.
D.
Africa Some 35 African chiefs of state will
meet in Cairo next Friday for the first time
since the Organization for African Unity was
set up in May 1963. A preliminary meeting of
foreign ministers gets under way Monday.
E. Cuba - West Europe An official delegation
from Cuba's Ministry of Transportation is due
to visit Paris, Madrid, and London sometime
soon.
