Cyprus a. The Greek buildup continues. that at least 28 trucks moved out of Limassol on Mon- day night. Two Greek ships were in the harbor that day. c. The Turks continue to claim the Greeks are sending troops and arms to the demilitarized Dodecanese Islands, but this is not confirmed. Our air attach?eports a recent visit to the Greek Islands of Lesbos and Samos revealed about 300-400 Greek troops on each. d. Our attaches in Turkey have noted a general tightening of re- strictions on their movements, prob- ably intended to deny the US advance knowledge of Turkish intentions. e. The Turks told Ambassador Hare on 6 July they had heard there was to be a sudden move to put enosis into effect immediately. f. Israel-Syria 3. USSR - East Germany a The Israelis have reacted to the recent incidents on the Syrian border by tightening security in the area and moving up reinforce- ments. b. A Syrian buildup also seems to be under way. \the situation is tense but has as yet too little evidence to say an Israeli offensive is in the works. a. We cannot be entirely cer- tain, but it appears that the Soviet 18th Guards Army is being disbanded. d. Congo Reuters reports that Kasavubu has accepted Tshombe's cabinet list. The new government will be appointed later in the day. We do not yet have the names of the ministers. B. France-Indonesia/ 50X1 C. Japan-Cuba The Japanese plan a continuing buildup of their trade with Cuba during the next few months. They expect exports to reach about $24 million during 1964, mostly in con- sumer goods, and anticipate their purchases of Cuban sugar will rise. The Japanese official who gave this information to the US Embassy said he did not want Washington to be "caught by surprise" and hoped this development would not be "dramatized." D. Mexico-US The Mexicans feel the US proposal on the salinity problem will probably provide a "modus vivendi," according to Foreign Secre- tary Gorostiza. He told Ambassador Freeman on Tuesday that the US solution would not be entirely satisfactory to the Mexicali Valley, which wanted "pure water," but he seemed at least moderately optimistic. Kashmir Indian-Pakistani clashes along the Kashmir ceasefire line are occurring at a some- what higher than usual rate. Both governments are downplaying them, however. They are using UN channels for protests and are muting their propaganda. F. Ecuador The military junta yesterday announced the dismissal of Defense Minister General Naranjo. The general had been heading a plot to overthrow the junta and his removal deprives the plotters of a valuable front man within the government. Their activities against the regime will probably continue, however, and they are now said to be looking for support from the pro-Chinese wing of the Ecuadorean Communist Party. G. Tanganyika-Zanzibar The East Germans still refuse to lower their Zanzibar Embassy to con- sulate level./ / The issue is now being shelved until the end of the month, when Nyerere will return from meetings in London and Cairo. H. Jordan The US Embassy believes the new Jor- danian cabinet indicates King Husayn's con- tinued interest in a rapprochement with NaSir. Both Prime Minister Talhouni and Foreign Minister Tougan are considered pro-UAR.
