d. The weather has kept all
military activity in Laos at a mini-
mum the past few days.
a. Ben Bella seems to have
the rebellion of Colonel Chabaane
under control(

rebellion has pointed up Ben Bella's
lack of authority and, conversely,
illustrated that the army, under
Defense Minister Boumedienne, is
Algeria's only really effective and
stable organization.

d. It is prepared to wait,
however, preferring to remove him
by political means rather than by
a coup.
4. Congo a. Kasavubu gave the nod to
Tshombe this morning.
b. We have no details yet,
but Tshombe said yesterday he could
form the transitional government
within 24 hours, once he had Kasa-
vubu's approval.
c. He may not be able to
reconcile as many of the Congolese
factions as he had hoped. Soumialot,
leader of the Kivu rebels, and
various trade union leaders are
apparently welching on earlier
promises to cooperate.

NOTES
A. South Vietnam The Viet Cong in the central
highlands have been especially active lately.
In an attack at battalion strength on 4 July,
the Communists killed 51 and wounded 39,
including four US personnel, and captured
about 140 weapons. In the delta, the Viet
Cong continue frequent small-scale attacks,
sabotage, and harassment of government posts
and hamlets.
B. Panama The national guard squelched the anti-
US demonstrations on 4 July. Eighteen were
arrested,among them Communist student leader
Floyd Britton.
D. Indonesia-USSR The Soviets may not have given
Sukarno any promise of increased military aid,
despite the reports being put out by the Indo-
nesian Government. The Polish charg?n
Djakarta says Moscow turned down Indonesian
requests for any aid beyond present commitments.
E. Cuba-USSR
Soviet aircraft delivered to Cuba in early
June are all-weather MIG-17s. They will help
correct a major deficiency of the Cuban Air
Force, which has only about 10 MIG-19B all-
weather fighters.
