Congo: Insurgents in the Congo's unset-
tled east are sitting tight for the moment,
waiting for the dust to settle a bit in Leopold-
ville.
Tshombe, meanwhile, is pressing on with
his round of talks with all manner of Congolese
politicians, and, from what he tells the press,
is getting pledges of cooperation from all
sides.
He is talking now of turning in his report
to Kasavubu in a day or two. The president
will then have to designate someone to form a
transitional government. The odds on Tshombe
still look good, but Kasavubu may yet opt for
Adoula.
2. Italy: Leaders of all the parties in the
last government have urged Segni to ask Moro
to try to form a new center-left coalition.
President Segni, however, is waiting to
see how the Socialists' central committee meet-
ing today and tomorrow turns out. The Social-
ists, bitterly at odds among themselves, are
under heavy pressure to come up with a position
that will enable them to join a coalition.

If a coalition cannot be worked out, the
next best bet would be a temporary caretaker
government.
3. Haiti: small
groups of armed rebels have managed to get
ashore. Perhaps as many as fifty men may be
involved.
The Haitians are expecting another landing

The regime's firm grip on the country is
unlikely to be shaken by such pin pricks.

6. Panama: The national guard is aware of
Communist-led students' plans to march into the
Canal Zone on the 4th of July, and proposes
to prevent them from doing so.

Chiari apparently wants no trouble during
the last months of his administration.
7. Brazil: Goulart and Brizola, who are
still in Uruguay, are reportedly trying to
smuggle arms to start a guerrilla movement in
Brazil.
Goulart and his former circle are not at
present in a position to do much harm, but we
expect them to engage in counter-revolutionary
plotting more or less chronically.
8. Portugal - Communist China: Portuguese
recognition of Communist China appears to be
getting close.
