1. Cyprus
a. The weekend alert of Greek
Cypriot forces
was touched off by rumors
of a military coup in Turkey, show-
ing once again how little it takes
to raise temperatures on Cyprus
these days.
c. For their part the Greeks
seem bent on creating a force which
can delay a Turkish invasion until
outside help can be brought to bear.
They are also worried that the
Turks may resort to guerrilla war-
fare which could be very tough to
handle.
d. The Turkish Government
alleges that 2,700 Greek military
personnel have landed on Cyprus in
the last ten days. The Turks say
this could be the prelude to a Greek
attack, perhaps today. Turkish
spokesmen are again talking inter-
vention.

3. British Guiana
a. As Segni takes up the
thread of his consultations on a
new government, the three coalition
partners of the Christian Democrats
have called for a reconstitution of
the Moro government.
b. Christian Democratic
leaders meet today,and there is no
assurance that they will support
another try at a center-left regime.
They may be pushed in this direc-
tion by a distaste for new elections
which they share with their Social-
ist associates.
c. Police throughout the
country are on the alert lest ex-
tremists of the right and left try
to take advantage of the confusion.
a. A harried Jagan is casting
about for some means of extricating
himself from his difficulties.
b. He is trying to line up
US support for a coalition govern-
ment in which his party and Burn-
ham's would have a rough parity.

may not recommend itself to Jagan,

thoughts about the wisdom of estab-
lishing permanent UN control posts
along the Cambodian - South Vietnamese
border.

Agriculture
c. He was doubtless influenced
in this by De Gaulle, who,
wheeled out all his considerable
powers of persuasion to convince
the Cambodian prince that UN involve-
ment in Southeast Asia would be un-
fortunate.
d. US officials in Saigon have
found no evidence that the South
Vietnamese had any operation going
in the border area where Cambodia
charges another violation occurred
last Wednesday.
a. As the early harvests get
under way, prospects in the USSR
are favorable and point to a better
than average grain crop.
b. The same is true of the
European satellites, except for
Bulgaria where drought and insects
have posed serious problems.
c. It looks as if Communist
China will have an early crop better
than last year but still below
average.
d. Hanoi has already claimed
a good early rice crop, and informa-
tion on growing conditions there
lends credibility to the claim.

NOTES
A. Congo Kasavubu today accepted the resigna-
tion of the Adoula government. This may be no
more than a pro forma step to clear the way
for a transitional government to run the country
until a permanent one can be set up in six to
nine months. Kasavubu had intended several
weeks ago to rename Adoula, but with the inter-
jection of Tshombe and others we cannot be
entirely sure that he will follow through.
B. Germany The West Germans are considering a
goods for prisoners exchange with the East
Germans. Under the deal the West Germans would
provide $5 million worth of butter, ores,and
chemical fertilizer to ransom 500 political
prisoners in East German jails.
C. France De Gaulle's next press conference is
now scheduled for 23 July. There are signs
that he will devote considerable attention to the
resurgence of nationalism in Eastern Europe
and to France's historic ties with this area.
He may follow this up with an offer of aid,
perhaps in the nuclear energy field,to Rumanian
Prime Minister Maurer who calls a few days
later.

E. Cuba Trade
Fiat may sell Cuba $2.5 million worth of diesel
locomotives, switching units, and spare parts.
The reason given is that the Italian industrial
slowdown has hurt Fiat.
