1. Italy a. It will probably be several
days before we can tell whether
Italy is in for prolonged diffi-
culties.
b. Moro will stay on in a
caretaker status. Much will depend
on the outcome of the Christian
Democratic Party Congress, scheduled
to start 1 July. One key indicator
will be whether the congress is held
at all.
c. If the congress is post-
poned, Segni might replace Moro with
another Christian Democrat, perhaps
Treasury Minister Colombo, who shares
Segni's hostility to the center-left
coalition. The idea would be to
make a deal with the Liberals to
form a right-wing government, less
the Socialists.
d. At the moment, a minority
Christian Democrat cabinet seems
more likely.
e. This, however, could only
be a stopgap pending another try at
a center-left grouping. If that
failed, new elections would be the
last recourse. This would risk
probable Communist gains at the polls.

2. Cambodia -
South Vietnam
f. Yesterday's crisis seems
to have resulted from a sudden
hardening of attitudes on all sides
on the reform issue. Key groups
in the main coalition parties
pressed for and won decisions to
have a showdown.
g. Depending on how badly
feelings are getting bruised, there
may yet be a chance that Moro can
work out something that would re-
assure a majority in his party, and
that Nenni and Saragat could still
live with.
a. Sihanouk is now willing to
let the UN set up control posts on
Cambodia's border with South Vietnam,
provided somebody else pays the
bills.
b. Sihanouk made known his
change of heart in an interview in
Nice with the UN team going out to
the area for the Security Council.
This team is now in Phnom Penh for
an 11-day stay.
c. The reasons for Sihanouk's
switch on this question are not
clear, but he apparently wants to
bring pressure on the Geneva signa-
tories either to hold another con-
ference, in which Cambodia's problems
would be dealt with, or to strengthen
ICC surveillance of the border area.

d. The UN mission has at-
tracted the wrath of Peiping and
Hanoi. Hanoi has complained to the
ICC by letter that the UN mission
is illegal under the Geneva accords.
e. The political front organi-
zation for the Viet Cong has an-
nounced it would not "guarantee"
the safety of UN personnel in
"liberated territory" in South
Vietnam. This suggests to us that
the Communists are genuinely con-
cerned about what the UN mission
may find out and report to the
Security Council.

NOTES
A. North Vietnam A special party conference on
air defense has been called for 29-30 June.
This seems to be another step in the prepared-
ness campaign among the military and the civi-
lian population that has ben going on since
last February.
B. Syria-Lebanon The Syrian Army has been
ordered to capture any Lebanese troops that
stray across the border and to destroy their
transport
C. India
D. France Civil aviation unions have served
notice of intent to strike on 30 June. Air
traffic controllers at the Paris airports are
already out. A main issue is whether public
service workers have the right to strike.
Other walkouts in nationalized industries may
ensue.

E. Zanzibar The Tanganyikans have reduced the
status of all embassies on the island to that
of consulates. An accredited External Affairs
Ministry official is now using ex-Zanzibari
"foreign minister" Babu's old office. The
Soviet and East German representatives are
very upset about all this

Congo Chief KalonJi, former boss of South
Kasai Province exiled to Spain in 1962, has
joined the procession of returnees to Leopold-
ville. He says he wants to help find a solu-
tion to the Congo crisis.
