Cyprus: For Cyprus, it has been quiet
the past week. Both Greek and Turkish Cypriots
have, however, gone right on improving their
capacity to fight and have been helped in this
by Greece and Turkey.
Thus the situation is as explosive as
ever. A new ingredient has been added in the
person of former Greek Cypriot guerrilla hero,
Grivas, who surfaced himself on Wednesday.
We are by no means certain just how he
will affect events. He is cordially hated by
the Turkish Cypriots and his activities could
provoke them.
On the other hand he may be able to curb
armed Greek Cypriot extremists, a thing which
Makarios was unable or unwilling to do. Grivas
is also a fanatic anti-Communist and presumably
will try to prevent the local Communists from
arming themselves.

2 Congo: Former Katangan strong man Tshombe
is in Leopoldville for talks with government
leaders. He is doubtless angling for a top
job,
Both Kasavubu and Adoula have seemed in-
clined in recent weeks to include him in a
broadened government, though they may not
agree with Tshombe on just how high a job he
should get.
In Brussels yesterday, Tshombe told
Ambassador MacArthur that the only soliition
to the vexed Congo problem lies in "national
conciliation"; that is, a broadly based gov-
ernment which includes dissident and exiled
Congolese like himself.
He would disband the discredited Congo-
lese Army and rebuild it with Belgian help
in training.
There is wide agreement among Congolese
political and military to these general prop-.
ositions but wide discrepancy as to precisely
how they are to be carried out.
The situation out east is still most
uneasy and further flare-ups seem in the cards.

4. Communist China - Indochina: We suspect
that Chinese Communist and North Vietnamese
bigwigs have been in conference this past
week. The most likely topic--Indochina.

There has been a considerable amount of
breast-beating on Indochina by Peiping during
this period. In all this, however, the Chinese
have been careful not to commit themselves to
a specific course of action.
We think that what they would like most
just now is a full-dress Geneva conference,
5. Communist China: Activity seems to be
picking up at Peiping's advanced weapons test
sites in northwestern China.
6. Indonesia-Malaysia: To no one's surprise
Sukarno has laid the blame for the failure of
the Tokyo summit at the Tunku's doorstep. He
intimated to Ambassador Jones that he was pre-
pared to sit tight until the Malaysians demon-
strate they "really want a meeting."

He added that the US ought "to twist the
Tunku's ears, not just talk to me." Later
in the day he was exhorting a big rally in
downtown Djakarta to "crush Malaysia."
The Indonesians in fact are stepping up
their guerrilla and sabotage effort within
Malaysia.
Meanwhile. Mikovan is in Djakarta
We doubt that he will press the case
very hard or that the Indonesians will be at
all receptive.

Cuba
9 Cuba: Cuban security forces, using hun-
dreds of men, finally located and killed rebel
leader, Mario Bravo ,Thursday. Bravo's group,
operating in central Cuba, had harassed the
Castro regime for several months.
10. Brazil-Cuba: Not content with breaking
diplomatic relations, the Brazilians now plan
to ask Che Guevara to give back a high decora-
tion presented to him in 1961 by Janio Quadros.
This would be an unprecendented affront, and
we are told that a great majority of Brazilian
officers heartily approve.
11.
British Guiana: East Indian terrorists
are out waylaying Africans again, and for the
first time they are using automatic weapons.
This makes it. look as if Jagan's appara-
tus has pulled itself together following ar-
rests of its top planners.

Jagan still wants badly to force post-
ponement of elections, or to promote foreign
intervention, by stirring up widespread racial
violence.
More killings, especially with automatic
weapons, could send the Africans on a rampage
at any time. This would be most likely to
happen in Georgetown itself.
12. Argentina: The sit-in campaign by Per-
onist labor may end this weekend. So far it
has failed to produce much in the way of fire-
works.
The campaign is, however, serving to draw
attention to the failure of Illia's do-nothing
government to deal with the limping Argentine
economy,
Politicians are trying to translate this
into pressure on Illia to sweep the deadwood
from his cabinet. Coup rumors are beginning
to spring up once again.
13. Venezuela: The Communist-led strike of
university students in Caracas has been called
off after 13 days without concessions by the
authorities. This is a major setback for the
extreme left.

14. Mexico: Alleged US inaction on the water
salinity problem will be one of the principal
targets at ?a big political rally the Communists
and their leftist allies plan to hold in Mexico
City on Sunday. We hear they expect to turn
out the largest crowd to date in their presi-
dential campaign.

TOP SECRET
USSR: On closer examination, Keyhole
Mission 1006 photography discloses what ap-
pears to be a new Soviet ICBM complex, the
19th, about 80 miles southeast of Semipala-
tinsk.
The complex now consists of two single-
silo launch sites, and possibly a third. All
are in the early stages of construction. Work
apparently got underway sometime late last
year.
This marks the end of a hiatus in new
ICBM launcher starts since mid-1963 and sig-
nals the first deployment of ICBMs in a
single silo mode.
