1. Laos
a. Souvanna has announced
that flights over Laos by armed
US jets are to stop today. He
said he had "not proposed" that
escort fighters accompany the re-
connaissance flights.
b. Souvanna has gone to
Luang Prabang. Unger reports he
will not be able to see him before
tomorrow afternoon at the earliest.
c. Communist reaction so far
has been limited to complaints
from Peiping about US bombing and
rocket attacks at Khang Khay and
Phong Sayan. There has been no
mention of yesterday's airstrike
near Xieng Khouang.
d. Ground action continues
light, with both sides holding
their positions on the slopes of
Phou Kout.
e. The diplomatic waters
have been further muddied by new
conference statements from Moscow
and Peiping, as well as from Sou-
vanna and Souphannouvong.
/ The USSR
still prefers the Polisti proposal
for six-power consultations (which
would exclude the Chinese).

2. Cyprus
g. Peiping, for its part,
again took a stand against any
negotiations short of a Geneva-type
conference, including the Polish
proposal.
h. Souvanna and Souphannou-
vong are sounding more and more
alike on this question./
a. Makarios has made a new
appeal to the UN and may soon ask
for an emergency meeting of the
Security Council.
b. The Greek Cypriots prob-
ably realize this is not likely to
go very far. They may simply be
getting their ducks in line for the
special Security Council session
already scheduled, beginning Monday,
to take up the Cyprus issue where
the council left it in March.

4. India
d. A decision by Tshombe
to throw in with the new group
could tip the balance in its
favor. Another military debacle
might also do it.
a. The cabinet Shastri has
put together clearly reflects his
tendency to keep to the middle of
the political road. Both the
extreme right and left have been
frozen out.
b. Chavan and Krishnamachari
continue in their key ministries
of defense and finance. By persuad-
ing Indira Gandhi to take a port-
folio--information and broadcasting--
Shastri has the next best thing to
Nehru's own blessing. Her presence
will help neutralize criticism from
the Menonite camp.
c. Shastri also steps into
Nehru's oversize shoes as foreign
minister. While his policies will
not differ fundamentally, his more
flexible and open-minded approach
will come as a considerable change
in this field.

5. South Korea
a. Pak's recent moves seem
to be keeping the general situation
under control, but the various
factions are jockeying for new
positions.

NOTES
A. Nigeria The government's back-to-work ulti-
matum expires today. The general strike shows
no signs of abating, however, and is taking
on serious political overtones. The southern
minority party in the northern-dominated gov-
ernment coalition seems to be taking up the
workers' cause, a development which leftist
extremists will be quick to exploit in their
effort to crack the conservatives' hold on
the government.
B. Lebanon President Shihab said "no" again so
categorically last week that most of the
doubters are now convinced that his decision
not to run for re-election in August is final.
Some supporters are continuing to work on
Shihab, but the scramble is on for a succes-
sor, and it probably will not take long for
communal tensions to come to the surface again.
C. Rumania-Yugoslavia Bucharest is showing more
signs of wanting to follow in Belgrade's foot-
steps. Htwo "urgent"
invitations from Rumania recently for a visit
by Tito sometime this summer. Khrushchev
may have tried to head off such an entente
during his talk with Tito on Monday in Lenin-
grad.

D. Communist China - Algeria Peiping has an-
nounced that Ben Bella will make his visit
to China in September. The Chinese have been
eager to redress the balance after Moscow's
success with him.
