Congo: The Kivu rebels, twice repulsed in their attempt to advance on Bukavu via Rwanda, have made no further move toward the Kivu capi- tal. They may be waiting for the town to fall by itself. This is not a remote possibility. The Lumumba flag of the insurgents is already, being displayed in some quarters, and the Congo Army garrisoned there, though it is being reinforced, cannot be counted on for anything positive. Leopoldville is no longer asking for UN help in Bukavu, but is seeking bilateral arrange- ments with Tunisia, Ethiopia, Sudan,and Nigeria for military assistance after the UN pulls out of the Congo at the end of this month. In that event, Adoula's chances of retaining power would be slim. 4. South Korea: Student disorders outside Seoul have abated following Kim Chong-pil's announced resignation. Martial law in Seoul proper, though still in effect, is being eased somewhat. It is still touch and go whether Kim will leave Korea, however. President Pak, after some strong words from Ambassador Berger and General Howze, agreed to ask this of Kim, and we were later told Kim had agreed. "Several" (unspecified) bloc countries have shown interest in establishing industries in Tanganyika on a shared ownership basis with either the government or the National Trade Union movement Union government Vice President Kawawa, a moderate, is off to Peiping at the head of a 10-man economic mission, presumably to look into aid offers from Peiping. The group includes Babu, and Nyerere may use his absence for some needed strengthening of the union government's hand in Zanzibar. A major step in this direction was taken last week when, at Karume's orders, Tanganyikan police raided and confiscated the two ordnance depots of the fledgling, Communist-led Zanzibari "army." 6. Brazil: President Castello Branco, on Monday, stripped ex-President Kubitschek of his political rights for 10 years. He was a serious contender in the elections scheduled for 1965. There has been little reaction yet, but the action will alienate many in Kubitschek's large Social Democratic Party. Without some support from this group, the administration will have trouble winning legislative approval for important social and economic measures. The charge against Kubitschek is corrup- tion--a charge that can easily be hung on Brazilian office holders. We understand Castello Branco intends just this against other followers of both Kubitschek and Goulart. 8. USSR - East Germany: We have learned that the USSR plans to announce shortly that it is withdrawing 20,000 Soviet troops from East Germany.
