1. Laos:
9 June 1964
There has been little action on the ground
elsewhere. Phou Kout hill commanding Route 7
west of the Plaine des Jarres is still being
PontOs.ted, with neutralists on the west slope
and the Pathet Lao on the east.
The situation on the diplomatic front is
becoming, if possible, more confused than ever.
Souvanna now says he prefers a 14-nation
conference at Geneva or elsewhere instead of
the Polish proposal. He would go along with
the Polish scheme, if several stipulations, are
met, but sees it as a preliminary to a new
Geneva conference.

Souvanna thus finds himself back in com-
pany with the Asian Communists and the leftists
at home who have been clamoring for a new
Geneva conference, saying any other arrange-
ment will "solve nothing."
Cyprus-Turkey:
A political storm is blowing up in Turkey
over Inonu's last minute decision to call off
the invasion under US pressure. The press, now
with full details of the President's letter,
has been giving him a rough ride on the subject.
The Turks had become increasingly worried
that, if events were allowed to take their
course, they would lose out on Cyprus. Their
fears were fed, we believe, by UN mediator
Tuomioja, who like many others, feels the situa-
tion is hopeless and can only ultimately be
solved by union with Greece. )
On the island itself both communities
have become more restless, particularly in the
west near Kokkinal

Greek Cypriots, fearing an attack,have been
building up their strength and improving defense
7ositions.
3. Congo: The Kivu rebels, twice repulsed
in their attempt to advance on Bukavu via Rwanda,
have made no further move toward the Kivu capi-
tal. They may be waiting for the town to fall
by itself.
This is not a remote possibility. The
Lumumba flag of the insurgents is already, being
displayed in some quarters, and the Congo Army
garrisoned there, though it is being reinforced,
cannot be counted on for anything positive.
Leopoldville is no longer asking for UN
help in Bukavu, but is seeking bilateral arrange-
ments with Tunisia, Ethiopia, Sudan,and Nigeria
for military assistance after the UN pulls out
of the Congo at the end of this month.
Nothing firm has been arranged yet, how-
ever. Both the Nigerians and the Tunisians are
equivocating.
a new
grouping of political forces, the Democratic
African Committee,is shaping up around Defense
Minister Anany with the objective of replacing
Adoula. Anany's Abako party controls the key
Leopoldville Province. He is trying for Katan-,
gan support by making it known he would be
willing to give Tshombe the premiership.

If Bukavu falls to the rebels, it is pos-
sible that General Mobutu would shift his sup-
port from Adoula to Anany. In that event,
Adoula's chances of retaining power would be
slim.
4. South Korea: Student disorders outside
Seoul have abated following Kim Chong-pil's
announced resignation. Martial law in Seoul
proper, though still in effect, is being eased
somewhat.
It is still touch and go whether Kim will
leave Korea, however. President Pak, after
some strong words from Ambassador Berger and
General Howze, agreed to ask this of Kim, and
we were later told Kim had agreed.
Kim is still there, however, fighting for
his political life, and there is little reason
to believe that Pak is not still siding with
him
To placate some of his critics, Pak has
promised to clean up the government--a.promise
that has been heard before'

5. "Several" (unspecified) bloc countries
have shown interest in establishing industries
in Tanganyika on a shared ownership basis with
either the government or the National Trade
Union movement
Union government Vice President Kawawa,
a moderate, is off to Peiping at the head of
a 10-man economic mission, presumably to look
into aid offers from Peiping.
The group includes Babu, and Nyerere may
use his absence for some needed strengthening
of the union government's hand in Zanzibar. A
major step in this direction was taken last week
when, at Karume's orders, Tanganyikan police
raided and confiscated the two ordnance depots
of the fledgling, Communist-led Zanzibari "army."
6. Malaysia-Indonesia: The Tunku has now
decided he is ready to go to Tokyo,

7. Brazil: President Castello Branco, on
Monday, stripped ex-President Kubitschek of
his political rights for 10 years. He was a
serious contender in the elections scheduled
for 1965.
There has been little reaction yet, but
the action will alienate many in Kubitschek's
large Social Democratic Party. Without some
support from this group, the administration
will have trouble winning legislative approval
for important social and economic measures.
The charge against Kubitschek is corrup-
tion--a charge that can easily be hung on
Brazilian office holders. We understand Castello
Branco intends just this against other followers
of both Kubitschek and Goulart.
8. USSR - East Germany: We have learned that
the USSR plans to announce shortly that it is
withdrawing 20,000 Soviet troops from East
Germany.

Such a gesture would provide a fitting
capstone to the current Ulbricht visit while
causing only a negligible weakening of the Group
of Soviet Forces in Germany. The strength
would still run well over 300,000.

USSR-Cuba: Up to 1,500 passengers have
departed Cuba for the USSR on five Soviet ships
since May Day. Five more ships are en route
to make the run to Cuba over the
next four weeks.
