South Korea a. Pak has finally accepted Kim Chong-pil's resignation. b. If this move today turns out to be more than a ritual sacri- fice, it could be the first step toward easing the crisis. It is doubtful, however, that the re- sourceful Kim will be out of action for long. c. The students continue in full cry outside of Seoul, where martial law and wholesale arrests are keeping the situation under control. d. Defense Minister Anany seems to be in the forefront of those being considered as possible successors. He is talking very much like a candidate. c. The ruling group also thinks it would be wise to broaden its base, and is throwing out lines both to left and right. e. The situation in Kivu has changed little, with elements of the army still in position outside Bukavu waiting nervously for a rebel onslaught. They have not told us what they will be getting, but we know they want more aircraft and air defense equipment. c. The Soviets seem willing to supply long-term credits.
