2. South Korea a. Pak has finally accepted
Kim Chong-pil's resignation.
b. If this move today turns
out to be more than a ritual sacri-
fice, it could be the first step
toward easing the crisis. It is
doubtful, however, that the re-
sourceful Kim will be out of action
for long.
c. The students continue in
full cry outside of Seoul, where
martial law and wholesale arrests
are keeping the situation under
control.
d. With the regime up against
it, political factions inside and
outside the government are looking
frantically for ways to take ad-
vantage of its plight.

3. Congo
a. Adoula's colleagues, who
have never needed much excuse to
plot against him, apparently have
been convinced by recent events
that he has no future and are cast-
ing about for alternatives.
b. Defense Minister Anany
seems to be in the forefront of
those being considered as possible
successors. He is talking very
much like a candidate.
c. The ruling group also
thinks it would be wise to broaden
its base, and is throwing out lines
both to left and right.
e. The situation in Kivu has
changed little, with elements of
the army still in position outside
Bukavu waiting nervously for a
rebel onslaught.

a. Activity on both the mili-
tary and diplomatic fronts has
subsided somewhat as the monsoon
closes in.
a. Yugoslav officials have
put us on notice that they are
about to make a large arms deal
with the Soviets.
b. They have not told us
what they will be getting, but we
know they want more aircraft and
air defense equipment.
c. The Soviets seem willing
to supply long-term credits.
Belgrade has claimed up until now
that it has bought arms from Moscow
only for cash.

to rendezvous with Khrushchev in
Leningrad following his visit to
Helsinki on Monday. The talks,
apparently, at Khrushchev's behest,
are to deal with China and perhaps
Eastern Europe,

NOTES
A. Cuba-USSR Cuban SAM trainees
are getting ready to take over
the equipment. About 1,000 Soviet military
personnel and their dependents probably have
left on the four Soviet passenger ships which
have departed so far.
C. USSR We now think two new space vehicle
,systems are being flight-tested. The unsuc-
cessful launch attempt yesterday, like one
last November,
D. North Vietnam - Cuba Hanoi intends to send
a military delegation, now in Czechoslovakia,
on to Cuba. We have little information so
far on what this delegation is up to. It
may be on a tour of the bloc.
