South Korea a. The students were back in the streets again this morning still trying to spark an incident which might topple the government. c. Both the government and ruling party councils have been holding urgent meetings to try to resolve both the problem of dis- orders and the split within the party over Kim Chong-pil. d. To no one's surprise, Pak rejected Kim's disingenuous offer yesterday to resign as party boss. Although elimination of Kim would go a long way toward restoring order and patching up the rift in the party, Pak again has shown him- self unwilling and probably unable to make the move. North of Paksane they have moved back within ten miles of Tha Thom. c. There are more signs that announcement of a separate Communist government may come soon. Khamsouk Keola, who is supposed to head it, is now reported in Hanoi. d. We doubt if the Communists have yet committed themselves to this, however. While they have de- nounced Souvanna, yesterday's call for more talks with him suggests they are still feasible.
