1. Laos
a. As expected, the Soviets
have jumped at the French proposal
for a new conference on Laos.
They suggest it be convened next
month in Geneva.
b. The Soviets say they are
responding not only to the French
proposal but to Souvanna Phouma's
request for consultations as well.

Paris has heard that the first
test firing of the Israeli surface-
to-surface missile ,being developed
by the French firm of Marcel
Dassault, is now set for July.

5. Cyprus
b. This timing would mean
that the development program is
about on schedule.
a. Makarios has now candidly
admitted, as has been obvious all
along, that he cannot control Greek
Cypriot extremists.
b. He has in fact made only
desultory gestures in this direction,
despite arguments by UN officials
and others that Cyprus is drifting
into anarchy and that the process
will inevitably involve the over-
throw of Makarios.
c. As matters now stand, the
island is fairly quiet, but things
could get worse in a hurry.

NOTES
A. Congo To ginger up the lethargic Congolese
Army responseto the growing rebel threat
in Kivu, Adoula has dispatched Defense
Minister Anany and acting commander Lundula
to the scene. Adoula is still trying to
lure General Mobutu back from his European
tour to take charge.
India Ambassador Bowles had another chat
with Nehru on Tuesday and found the Indian
feeble. He talked with painful slowness, but
impressed Bowles as taking in most of what
was said to him.
C. Poland We now expect that Gomulka, who has
been under attack from several outspoken
party groups, will manage to dominate the
Polish party congress next month. He will
probably not be able, however, to restore
full unity to his faction-ridden party.
D. Rumania - The West A 24-man Rumanian mis-
sion, including the minister of heavy industry
and the vice minister of planning, arrived
in Brussels last week, probably to discuss
the acquisition of Belgian industrial plants
on credit. Belgium has already built several
plants for the Rumanians.
E. Bolivia Paz seems again to have outmaneuvered
his opposition and his re-election now looks
like a sure thing. Paz himself is confident
that the 31 May election will come off
smoothly by Bolivian standards. He does not
discount the prospect of scattered violence.
