l. Cuba
2. Indonesia-
Malaysia
a. Photography shows that
eighteen surface-to-air missiles
in canisters have recently been
distributed to each of four SAM
sites in Cuba.
b. The appearance of these
canisters at operational sites
is unusual. We believe their
presence is connected with the
live firing tests that may take
place upon the completion of Cuban
SAM training.
c. The number of canisters
observed is just enough to permit
each of the 24 Cuban SAM units
to be brought to one of these
sites and fire a full salvo of
three missiles.
a. Indonesia has been in
touch with the Malayan Communist
Party to enlist its aid in Dja-
karta's subversive campaign against
peninsular Malaysia.

4. Cyprus
a. A good source has tipped
off Ambassador Vaughn that the
unofficial election results which
have been let out so far bear little
relationship to the figures re-
ported by precinct election boards.
b. These latter figures show
that the vote for Arias is higher
and that for Robles lower than
the public has been led to believe.
c. This leaves the outcome
of the election very much up in
the air.
d. The Robles forces will
find it very hard to hide this man-
ipulation once the official count
starts Saturday.
e. Arias may or may not know
what has happened, but he is already
charging fraud and could cause real
trouble if he. can get public ac-
ceptance of. the view that he was
jobbed out of the presidency.
a. Although the island is
quiet for the moment, we are once
again getting rumblings from Turkey.

c. The Turks of course have
talked in these terms before with-
-out doing anything. However,
Inonu, provoked ley/Papandreou as
well as Makarios, told Ambassador
Hare Tuesday that Turkey had but
two alternatives, submit to
Makarios or "beat some sense into
his head" with military force.
d. This could mean either
intervention at some point in
Cyprus or action against one of
the Greek-held offshore islands.
The Turkish armed forces in the
Iskenderun area are at this point
in what the military describes as
a "relaxed alert."
e. Late press reports this
morning state that the Greeks and
Turks have agreed to accept media-
tion by Secretary General Stikker.

a. Rightist officers dominate
the new Lao "general" staff an--
nounced yesterday after the "merger"
of neutralist and rightist forces.
b. The neutralists, who got
only one minor appointment, are
understandably angered and refer
to the merger as an "enormous
piece of hypocrisy."
c. Even before this, neutral-
ist morale was beginning to drop.
d. The neutralists fear that
the Pathet Lao will take advantage
of all this disharmony for a move
against their Plaine des Jarres
positions.

7. East Germany
a. The communique which
Ulbricht signed in Budapest yes-
terday marks a real shift in course
for the last of the real Stalinists,
b. For example, he has re,
versed his stand against economic
and even diplomatic relations
between East European nations and
West Germany. Only two days before
he described the desire of his
neighbors to deal with Bonn as
"naive."
c. He also brought his stand
on CEMA and the Sino-Soviet dis-
pute into line with those of
Poland and Hungary--but not of the
USSR.

d. These shifts, which could
cause Ulbricht massive trouble
with his many hard-line followers,
were probably taken because he
feared East Germany's virtual
isolation from the rest of Eastern
Europe.

NOTES
A. South Vietnam We have tentatively identified
a sixth Viet Cong regiment in South Vietnam.
This one is located in the northern part of the
country near the Laotian border and may have
the job of covering Viet Cong infiltration
routes.
Guatemala Disgruntled politicians, with
which Guatemala is well supplied, have been
trying to line up military support for a move
against the Peralta government before the
elections The government is aware
of this.
E.. Kenya Touring Home Minister Oginga Odinga
came away- from Peiping and Moscow with a pair
of vague and unexceptionable agreements on
cultural and technical cooperation. These
are on the public record, but there is a
suspicion that Peiping quietly agreed to
continue underwriting'Odinga's private
political ambitions.
