1. Panama a. Robles, it seems, has
been elected.
b. However, his margin has
been whittled down in late count
to a slim 10,000 out of a total
vote of around 300,000.
c. The final tally is not
in, and there are conflicting
predictions about the results in
the few remaining precincts.
d. So far there has been
little evidence of extensive
vote rigging on behalf of Robles.
e. The unpredictable Arias,
who has said that he could be
beaten only by fraud, still has
the potential to cause trouble.
Some of his followers, however,
seem to have been intimidated
by the way the National Guard has
handled the election thus far.

a. UN troops have managed
so far to keep the lid on in
Famagusta, but the atmosphere
following yesterday's killing of
the son of the Nicosia police
chief and two Greek army officers
is explosive.
b. In the Kyrenia pass area,
the UN force has been tripled in
size in hopes of enforcing the
ceasefire there.

c. The Pathet Lao and dis-
sident leftists, meanwhile, continue
to push rightist troops southward
away from the Plaine des Jarres.
Rightist Meo guerrilla forces have
also been under pressure in this
area and have lost several key
mountain positions.
d. The leftists are now in
a position to threaten Tha Thom,
and this would be a serious loss
to the government. The town con-
trols the northern approaches to
the Mekong Valley.

NOTES
A. South Korea - Japan Newly installed Prime
Minister Chong Il-kwon plans to send one of
his ministers to Japan next week to resume the
fishery talks. In a talk yesterday with
Ambassador Berger, Chong was brimming over
with ideas for a more vigorous administration
in Seoul.
B. Kenya-Somalia Kenya's security forces seem
?to be fighting a losing battle to control the
large Northeastern Region inhabited by Somali
nomads. Armed raiders supported by Somalia,
which covets the disaffected region, 'are ex-
tending their operations and stretching Nairobi's
forces to the limit. Somali broadcasts now
dub the terrorists a "National Liberation Army."
C. Communist China - Canada The Chinese Com-
munists have contracted tq buy an additional
1.1 million tons of wheat from Canada at a
cost of some $84 million (25% down and balance
over 18 months). This contract brings Chinese
purchases of Western grain this year to about
5 million,tons. Last year they bought close to
6 million tons.
D. Cuba - UN Trade Conference With Che Guevara
at their head, the Cubans-went into the UN's
Conference on Trade and Development in Geneva
with careful preparation and high expections,
however, that they gained little from the
conference and that Guevara returned to Havana
disgusted with the delegation's failure to
play the conference to Cuba's advantage.

E. Cuba - Sugar Production For the past several
weeks, Havana has been releasing spurious
reports of its sugar production and harvest
prospects in an attempt to influence the
market. We expect the harvest this year to
be at least equal to last year's 3.8 million
metric tons. Production seems to be keeping
pace with last year. Transportation and labor
shortages are, as usual, their major problem.
F. Japan - Communist China The Japanese Foreign
Ministry has turned down a proposed deal to
exchange newsmen with Communist China. The
proposed exchange of newsmen, of course, turned
out to be a one-sided deal whereby Japanese
reporters would be pretty much confined to
Peiping.
