1. Cambodia -
South Vietnam
a. Details on the latest
border fracas are far from clear.
b. The Cambodian version
holds that there were actually
two border crossings by South
Vietnamese forces, one Thursday
and the other Friday morning.
c. In the first, seven
Cambodians were killed. One'
alleged eyewitness told the US
army attach?hat there were
"white men" in the vehicles on
this occasion. It was in the
second incident that the South
Vietnamese personnel carrier was
destroyed. No "white men" were
reported this time.
d. Sihanouk, in a speech
yesterday, charged that Americans
were involved.
e. For its part, Saigon
says that one M-113, in hot pur-
suit of a Viet Cong force, crossed
into Cambodia. It was destroyed
by Cambodian Aimy fire about 700
yards inside the border.
f. Ambassador Lodge sus-
pects that the Viet Cong lured
the South Vietnamese across the
border. He is advising the Khanh
government to lodge a strong pro-
test if this proves to be the
case.

2. South Vietnam
g. A South Vietnamese state-
ment released today expresses
regrets but goes on to say that
Saigon hopes the Cambodians have
taken measures against the Viet
Cong's using Cambodia as an escape
hatch.
a. A number of leading Khanh
subordinates continue to growl
about the way the general is run-
ning things.
b. One of them, a corps
commander in the northern part
of the country, fears that South
Vietnam is becoming "another Laos"
with various political groups
unable or unwilling to pull to-
gether even though the military
situation is deteriorating.
d. To add to Khanh's politi-
cal woes, the Catholics will
doubtless regard the execution
today of Diem's younger brother,
Can, as a reprisal by the Buddhists.

and may provoke demonstrations.

3. Laos
a. Souvanna yesterday
announced his intention of pro-
posing that the King replace the
two neutralist ministers who have
been in Phnom Penh for months
refusing to come back to Vientiane
because it is unsafe. The King
will probably agree..
b. Souvanna's announcement
said that the pair, as well as
the "lamented" Quinim, would be
replaced with members of his
neutralist faction.
c. The coup group will not
like this since it had been
urging that rightists get these
posts. Neither will the Pathet
Lao since they oppose any change.

prior agreement.

4. Panama
5. Sino-Soviet
Dispute
a. Panama is quiet this
morning as the country prepares
for the presidential vote tomorrow.
b. Violence is still in
prospect but is not expected until
voting trends become apparent
tomorrow or Monday. Major dis-
orders could develop if one or
the other contender comes to
believe that the vote count has
been manipulated to their dis-
advantage.
c. Both the government and
Arias forces have sufficient men,
weapons and ammunition to take
their case into the streets if
the result is not to their liking.
a. The Chinese yesterday
sent Moscow another letter, making
it clear that they have no inten-
tion of entering into talks with
the Soviets or any combination of
parties in the near future.
b. Evidently gaining con-
fidence as they go, the Chinese
now say that there can be no bi-
lateral talks before next May, if
then.

8. Zanzibar
a. Nyerere is letting
tempers cool a bit longer after
Monday's cabinet disagreements
durin? the course of which,
Nyerere hinted at the
use o orce to bring recalcitrant
Zanzibaris into line while the
latter defied him to try.
b. While Nyerere dallies,
all ministries of the supposedly
defunct government of Zanzibar
are operating as usual, apparently
with Karume's full blessing.
c. For example, informa-
tion bulletins bearing the seal
of the old government are still
being, put out and are taking an
anti-US line..
