a. Tuomioja is still explor-
ing various compromise solutions
following his round of Ankara,
Athens, and London.
C. he favors con-
tinuation of a unitary state with
Turkish Cypriot political privi-
leges sharply reduced.
d. Harold Wilson has called
for the demilitarization of Cypriot
irregular forces and the dispatch
of more UN troops to the island.

a. Souvanna, who could not
get to Khang Khay yesterday because
of weather, flew there this morn-
ing to meet Souphannouvong.
b. Prospects for this meeting
are not good. If Souvanna makes
any concession to the Pathet Lao,
someone like Siho is likely to
pull the rug from under him in
Vientiane.
d. The Pathet Lao--with some
reason--regard.Souvanna as-a
captive of the rightists.
e. They have repudiated the
announced merger of rightist and
neutralist forces under Souvanna,
and hold that all actions taken in
Vientiane since the coup are il-
legal.

a. Babu is already com-
plaining of being hemmed in by the
new enlarged cabinet.of the union,
though it is not yet a going con-
cern.
b. Carlucci reports Babu
clearly does not want to go to
Dar-es-Salaam and plans to be as
difficult as possible.
c. Among other things, Babu
refused to alter customs duties
and has ordered a step up in anti-
Western propaganda.
d. Nyerere has been pushing
London for a quick infusion of
development aid for Zanzibar. He
fears that the bloc representatives
are exerting a good deal of pres-
sure on Karume to promote Zanzibar
separatism and preserve their own
position on the island.
,a. There have been-a number
of straws in the-wind lately, sug-
gesting that the USSR might try
a new softer policy toward Turkey.
b. This-would seem an op-
portune time to take advantage
of Turkey's bitterness Over what
it considers the tendency, of NATO
and the-West to back Greece in the
Cyprus crisis.

d. One conjecture is that
Khrushchev might stop off in
Turkey on his way to Cairo.
e. If this is planned, the
Turkish minister in Moscow knows
nothing about it, or so he told
Ambassador Kohler.
f. The minister went on to
deprecate rumors that Turkey might
be tempted to follow an "inde-
pendent course" a la de Gaulle.
He did say, however, that Turkey
would probably accept some eco-
nomic offers.

A. USSR The Soviet dual missiles displayed for
the first time in the Moscow May Day parade
are probably a new surface-to-air type for
mobile use with field forces.
C. Indonesia Sukarno's "important command,"
issued yesterday, orders the Indonesian people
to: (1) intensify the defense of the Indonesian
revolution; (2) help the struggle of Malaya,
Sarawak, Sabah, Brunei, and Singapore to dis-
solve the puppet state of Malaysia and achieve
their own independence. This leaves us about
?where we were.
E. South Korea Student leaders are planning renewed
demonstrations soon calling for the ouster of
Kim Chong-pil.

anti-missile missile complex there
has been no significant change
in the south-
west installation--the one con-
sidered to be in the most advanced
stage of construction.

sites apparently has not yet been
installed.

gether with that obtained on the
northeast installation from the
previous mission, suggests that
the complex will not be used or is
awaiting modification.
