e. The Greeks are moving
into their Easter weekend with an
assurance from the government that
."all necessary" measures have been
taken to deal with the threat of
Turkish intervention.

about his new province of Zanzibar.
b. The basic problem in.his
eyes is to convince the majority
of Zanzibaris that the new union
serves their interest.

out effort to recoup their fortunes.

nervous about the security implica-

3. Cuba
.4. Laos
a. Castro now proposes that
-the issue of US overflights be
submitted to the International
Court of Justice. He coupled this
bid with renewed threats of action
against US aircraft.
b. We doubt that the Cubans
or the Soviets, who have been pro-
viding counterpoint for Castro,
expect that the US will agree to
submit the matter to adjudication.
c Their aim of course is to
increase the political costs of
the overflights. Both appear con-
fident that Cuba will be able to
marshal a good measure of inter-
national sympathy over this.
d. In his keynote speech
at the Moscow May Day parade,
MalinovSky had nothing to,say on
this score. We expect Castro to
have something to say on it later
today, however.
a. Souvanna's rickety coali-
tion is still hanging on, and
yesterday he announced yet another
? "last attempt" to get it into
_working order.

to meet with Souphannouvong-at the
latter's Khang Khay headquarters
next Tuesday. The Pathet Lao
leader refused to come to Kong
Le 's "unsafe" headquarters.

d. In the present situation
we are not even sure that the
coup leaders, in physical control
of Vientiane, will let Souvanna go
to the scheduled meeting.
e. There is also talk of a
countercoup. Ambassador Unger
finds it hard to believe that
Phoumi will take the reduction of
his power lying down. One of his
supporters has been criticizing
?Siho and hinting that he could
muster substantial military sup-
port if need be.

5. Indonesia-
Malaysia
a. Sukarno has postponed
indefinitely his trip to the New
York Word's Fair, originally set
for 16 May.
b. He says he cannot come
because of uncertainties over a
possible Maphilindo summit meeting,
but Ambassador Jones suspects the
real reason is that the Indonesian
leader has no stomach for the
unfavorable atmosphere he would
face in the US just now.
c. Jones adds that the build-
up in the anti-Malaysian campaign,
ordered after the Tunkues "to
hell with Sukarno" stand,may also
have played a part.

f. All of this could be no
more than another Indonesian effort
to get up some enthusiasm for a
summit meeting. Sukarno,',of course,
is confident of his ability to
outmaneuver the Tunku in any
such confrontation.
g. All Indonesians have been
alerted to listen onSunday morn-
ing for an "important command!'
from Sukarno in connection, so
the announcement says, with "the
raising of the stage of the strug-
gle" against Malaysia.

beginning to gather around the
Moro-Nenni government.
some Italians believe
that.a new crisis is building
up, and that it could lead to.
violence.
c. While the challenge
just now is mainly from the right,
there are also indications that
the Nenni socialists are feeling
very uncomfortable in the govern-
ment because of the lack of prog-
ress toward agreed reforms.

inroads beingmade by Communistagittorsamong
the poor peasants of northern Mexico. There
havelaeen land invasions by peasants, and Diaz
Ordaz, Mateost heir apparent, was physically
,assaulted while campaigning in this area.
,Further disturbances are entirely possible
before the 5 July elections, and there are
reports of arms being:smuggled.in
to enable the leftists to exploit the situation.
B..Jordan Waters Major testing of the Lake
'Tiberias pumping.system is scheduled to begin
early next week, and water may flow through the
entire-canal system in a few weeks.

E. North_Vietnam The North Vietnamese, worried
as ever aboUt the securityof their seacoast,
have been laying Mines in Haiphong harbor and
have instituted)uore patrols off the southern
naval bases of Vinh and Dong Hoi.
,Portugal Anti-Salazar organizations are said
to have plans for a "maximum effort" today.
Unless we are greatly mistaken, the Salazar
security forces, already alerted, should be able
to cope with this easily.
