Harriman-Souvanna meeting a) The position of the UN forces re- mains precarious. The movement of 50X1 3,000 Katangan troops from Jadotville to Elisabethville may be in the offing, while the UN has still not succeeded in getting reinforcements of troops and planes through; b) Tshombe met with UN representa- tive Khiari in Northern Rhodesia yes- terday and another meeting is sched- uled for today. We have received no information on the talks but the like- lihood of successful negOtiations is not strong. UN officials are highly skeptical of Tshombe's willingness or ability to curb Katangan forces; c) in Leopoldville, meanwhile, Adoula is laced with mounting pressure for .direct military intervention. The Rangoon talks were.more satisfac- -tory on the Whole than Ambassador Harriman had expected, with one portant exception: Souvanna is sti-2! insisting on drawing entirely from his own followers, rather than including several moderates from Vientiane, in making up the center group in a coali- tion.
