1. Situation in the
Congo

A. Hammarskjold's death will further
complicate the achievement of a unified
Congo, but,for the moment has brought
events almo$t to a standstill. Tshomb50X1
professes he is still willing to talk,
but plans to return soon to Elizabeth-
ville. The Tunisian Mahmoud Khiari,
a senior 'UN official has "been
ordered to Ndola to continue negotia-
tions, but the UN claims it will not
change its policy.
B. The military situation appears
to have worsened somewhat. The Irish
in Jadotville have surrendered, and
we have several unconfirmed press
reports that the base at Kamina has
been overrun. Fighting has also broken
out at several points in northern
Katanga. In Elizabethville, UN forces
hold a number of strong points, but
are merely defending them.
C. The UN's military predicament
stems from several factors. Neither
the UN officials in charge nor the
nations contributing troops want a
military solution, and have since
the first day of hostilities held
back local Commanders. The combat
performance of Swedish and Irish
troops has apparently been dis-

D. The US Embassy in Leopoldville
reports its concern that a truce in
Katanga on Tshombe's terms will
seriously weaken Adoula.
E. The USSR has so far reported
Hammarskjold's death without comment,
but Satellite propaganda is beginning
to call for immediate institution
of the "troika" system for his
replacement. Yesterday's Security
Council session devoted itself to
eulogies and defemd consideration
of a successor.

A. The Algerians were "impressed
and heartened" by US willingness
to talk.

demonstrate its acceptability to
the West.
C. While firm on Saharan sovereignty,
they are flexible on transitional
arrangements.
Walmsley also notes the Algerians'.
desire to pin down the meaning of
De Gaulle's "mystical language" on
the Sahara. This intent is clear
in the statement they issued last
Friday calling for resumption of

There was another minor incident in the Berlin air corridors
yesterday afternoon, when a Soviet fighter dived in front of
a US Air Force transport.
The press reports that Communist guerillas in South Vietnam
attached and burned a provincial capital 60 miles north of
Saigon Monday, apparently the largest action they have yet
undertaken. We have no official confirmation.
Nkrumah is back in Accra, and the situation there appears to
have quieted down for the moment.

have told the Soviets they are not prepared to ign a German Li
peace treaty which is already prepared and about which no
discussion is possible, there is no point 50X1
in attending a "peace conference" unless the treaty is really
to be negotiated there.
