A. Our embassy in Moscow reports that Soviet approval of Goulart has
emerged with"great clarity." 50X1
Bo Ambassador Thompson's conversations with Gromyko in Moscow indicate
that he, rather than Kozlov, will probably head the Soviet delegation
to the General Assembly, 50X1
C. In an interview with the Iranian Prime Minister last Friday, ?the
Soviet Ambassador indirectly threatened strong Soviet action unless
Iran withdrew from CENTO. Other Soviet diplomats in Iran-have
reportedly stated that the USSR will invoke the 1921 Treaty of
Friendship--which Moscow claims gives it the right to occupy Iran
if Soviet security is threatened--in order to forestall CENTO 50X1
aggression.

The Chinese Communists have told the UAR that they are closing out 50X1
their diplomatic mission in the Congo, in the expectation that Adoula
(who already recognizes the Nationalists) will not recognize them.
Among the other Bloc countries represented in Stanleyville, the
Czechs have recognized Adoula and the USSR has virtually 47ne so,
and both will probably set up shop in Leopoldville soon.

a plan under which a guarantee of free access to West Berlin would
be written into a bilateral Soviet-East German peace treaty. Soviet
responsibilities under the four-power agreements would be passed on
to East Germany as a succe sor state, but the USSR would guarantee
East German execution of these responsibilities. The treaty would
