effect last July have touched off a
rash of strikes in the country's
principal cities. Nkrumah, apparently
still in the Soviet Union, has been
advised to return home immediately
to deal with the situation which
could prompt an attempt to unseat
him.

3. Brazil situation
a) Goulart was sworn in yesterday
but will not take office formally
until congress approves a new
cabinet, possibly some time today.
Goulart is still pressing for a-
referendum on the constitutional
amendment setting up a parliamentary
system;
b) the appointment of Tancredo Neves
as prime minister--now a strong
possibility--plus the referendum
proposal, could stir new political
unrest. Neves' past links with the
late dictator Vargas would make him
unpalatable to many political and
military elements;
c) Mello Franco appears to be the
front-runner for the foreign ministry
post. Although a holdover from the
Quadros cabinet, he would probably
favor a more conservative, pro-US
line than Quadros permitted.

NOTES
A. West Berlin private savings deposits declined by nearly $70000,000
from 15 to 31 August, a 2% drop. This compares with a 1 1/2% drop
for a similar period following Khrushchev's November 1958 Berlin
ultimatum, and is accentuated by the fact that there had been
monthly increases of about 1% un to June of this year.
B. Turkey faces a critical pe'riod during the next few weeks in
connection with the forthcoming sentencing of Bayar, Menderes
and the other former regime leaders. Sentences are expected
to be handed down by the court on 15 September, Bayar, Menderes
and others may get the death penalty, and their execution might
bring on disorders on the part of members of the former Democratic
Party,
