Brazil tension eases Information so far is limited to early reactions in Britain and Japan. The story dominated the front pages of this morning's British newspapers, with most pointing out that the step mas prompted by three Soviet tests in five days and noting that US underground testing would not pollute the atm9sphere. The Japanese response, less sympathetic, has included an official government communication to our embassy "strongly urging" that the decision not be implemented. Moscow has reported the announcement factually in a broadcast to Europe, but has not yet informed its own population of the US decision or of its own tests. 1) Goulart arrived in Brasilia last night without incident. A last-ditch effort by military extremists is still a possibility, but their prospects appear to be fading; 2) no date has yet been set for Goulart's inauguration and the next few days are likely to produce considerable jockeying over the composition of his cabinet; 3) we have no firm line yet on the prime minister, but Moura Andrade figures high in the speculation within Brazil.
