1-3 September meeting in Berlin
of refugees and expellees as an ex-
cuse for new restrictions on West
German access to the city and as a
pretext for demanding control over
Western civil air traffic. The East
Germans interfered with travel to
last year's meeting but subsequently
conceded the right of free movement
to and within Berlin after the West
Germans threatened to break off
interzonal trade.

NOTES
A. A Peking press report on Nehru's speech to parliament has
picked up his statement that "the present US government is
riot only friendly to us but more friendly than Any other
government in the past ten years or so."
B. Some sort of Soviet-East German meeting in Berlin has
apparently been set up. The East German ambasSador has
left Moscow for Pankow hard on the heels of a top-level
Soviet propaganda team. There are also rumors in Moscow
that Khrushchev, still at his Black Sea vacation place,
will visit Berlin.
C. As a further step in their campaign to get quick designation
of Souvanna as premier, Soviet representatives in Laos are
now hinting that failure tOr get an agreement will bring the
Communist Chinese more fully into the picture. Perhaps
coincidentally, a US observer at the Geneva meeting reports
that some signs of Sino-Soviet diffeences have shown in
the past few days
