Peiping yesterday published a six
months assessment of the US ad-
ministration depicting it as more
dangerous than its predecessor and
suggesting that Bloc strategy must 50X1

with the US. We suspect the stress
on "coexistence" in Moscow's new
party program may have helped to
stimulate this new outburst of
belligerence.

represents overall a decline in

been named one of three vice-premiers
and another member of the Stanleyville
faction becomes Interior Minister.
Whether Gizenga will leave his Stanley-
ville stronghold to join the govern-

A. An attempted space launch from Tyura Tam is imminent--it
may come today.
B. On the Chinese Nationalist plane, both Peiping and Moscow
have so far confined themselves to 2-sentence statements
noting the shootdown and the pilot's capture alive.
C. Sukarno told our ambassador on 1 August, evidently before re-
ceipt of the President's letter, that he wants to send his
son Guntur, who is interested in a technical education, to
an American college first, then perhaps after that to a Bloc
country.

WATCH COMMITTEE CONCLUSIONS--2 August 1961
No Sino-Soviet Bloc country intends to initiate direct military
action in the immediate future.
CONGO: Regardless of the composition of the government which
emerges fromcurrent parliamentary maneuvers, the country is likely
to remain fragmented. Bloc and radical African nationalist efforts
to supply the Stanleyville regime with military and other assistance
are continuing.
