SUBJECT : North Vietnam
REFERENCE: : Your- memorandum, SACSA-M 33-1-63,
dated 5 June 19.63:
1. We acknowledge, with thanks, receipt of the reference
memorandum, which was read with interest. The contents of the
memorandum were transmitted to our. Chief of Station in Saigon,
with. instructions that he aid in the planning. of your covert hit-and-
run. military-type operations as requested by General Harkins.
From reports we have subsequently received from our Station, we
are aware that our representatives have made some contributions
to .the planning 'proces s..
2.. While the Department of the Army study is being planned
and implemented, -CIA will.continue to implement. Its covert program
.in. North.. Vii-etnam.. We have stepped up our activities in: June4
infiltrating', five new sabotage teams as of this date into the interior
.of North. Vietnam, and plan to launch. our first maritime operation.
using. high-speed boats within the next month or two.
3. CIA will endeavor, through its monthly, reports to the Special
Group, to keep all interested parties informed as to the progress of
our continuing' efforts. in North Vietnam.
