MEMORANDUM IN LIEU OF ANNUAL FITNESS REPORT
(For the period ending 31 March 1964)
SUBJECT: Mr. Joseph C. King
1. This memorandum reports on the performance of Mr.
Joseph C. King as Chief, Western Hemisphere Division from
April 1963 to date. It comes at an opportune time since Mr. King
will shortly be assuming new duties in direct behalf of the Deputy
Director for Plans in connection-with Latin America affairs.
These new duties will be performed both at Headquarters and in
the field. He will thus bring to a successful conclusion a distin-
guished record of about 12 years continuous service as Chief of
the WH Division.
2. The memorandum submitted on Mr. King .in April 1963
covered fully the salient features of his administration of the WH
Division.. Infusion of new blood which Mr. King has brought to the
Division from other components is already, making itself felt in
improved operational administration. Mr. King has managed this
transition expertly. At the same time, he has been kept very busy
dealing with. critical developments in Latin America. He has
travelled to the field frequently for a firsthand picture, and his
advice and counsel has been of great use in the government
community in Washington.
3. His performance during this period has continued to be
outstanding.
