MEMORANDUM FOR: Assistant Director for Personnel
ATTENTION
SUBJECT : John Herlihy
1. On 5 May I talked once again with John Herlihy
concerning his status in the agency. Herlihy expressed
considerable concern over the fact that his classification
was being changed from "Clerk" to "Courier" and that this
might further impede his transfer to a position which would
enable him to eventually go overseas. I gathered from my
conversation with him that if he could get himself into a
spot where he could foresee the eventuality of an overseas
assignment, that he would be satisfied to stay on with the
agency. I am not in a position to judge Mr. Herlihy's
professional competence, but I do feel that he did not
receive the best breaks in getting a release from OCI at a
time when there were openings overseas. As a consequence,
I feel that the agency could do the following in order to
be perfectly fair:
a. Maintain Herlihy's "Clem' classification
even though he is temporarily doing a Courier's job.
b. Indicating a replacement for him by specific
name so that he can get some indication of when he
will be released from his present assignment.
c. Transfer him to a unit of the agency which
will give him an early opportunity for overseas
assignment.
2. I would appreciate it if you could advise me as
to the practicality of these steps and whether they can be
taken immediately.
