25 August 1981 MEMORANDUM FOR THE RECORD SUBJECT: John Herlihy (Career Counseling) 1. On this date, the Subject visited me, at his request, to discuss his future in general terms. Specifically, he wanted to remind me of a previously expressed interest of is in the Special Agent in Charge position at the Several months ago when I was still in the John had expressed an interest in that particular area. 2. As I indicated in a memorandum last November, I regard John as a very versatile officer, even though the vast majority of his career has been in the Safety business. Through his Safety endeavors he has become very familiar with DDO operations'and has made many contacts. Further- more, in his position as OS training officer and subsequently as the Deputy Chief of Support in OTS he has broadened his knowledge and experience. He has managed the Safety Group very well since returning there in 1980. 3. We discussed the position. I have no doubt that John has the communications skills for that position. He is quite sensitive to people and a good leader. The drawback would be his total lack of field office experience. He has never served in a field office. On the other hand, he has participated in several agent's training courses. Furthermore, on the plus side he would move easily with the etc., in the ever rowin liaison and support role. I would not assign John unless he were backed up by a very strong technician in the ASAC position, and I told him so. 4. Since John is interested in working with the field office, I suggested that perhaps a better entr would be in an ASAC position at the where his training and communications skills could be utilized. John took the occasion to brief me on the status of the Safety Group and the Safety Committee, and he is quite pleased with the status of his organization. I was glad to note that other 0 components were able to. give him some funding during the latter part of this fiscal year to enable his people to do some overseas inspections.
