Request For Exception On Promotion to GS-7
DATE:
1. Reference is made to my memorandum of 4 October 1954 in which
it was requested that the necessary action be initiated to effect the
promotion of Mr. Herlihy from a CPC-6, Safe Technician to a GS-7, Night
Security Officer trainee. I have since been informed that the requested
action has been turned down and have been advised that the promotion
could be made effective only to a Grade, GS-5.
2. Mr. Herlihy entered on duty with CIA as a GS-4, Clerk, in May of
1952. He held this position and grade until May, 1953 at which time there
was some indication that his classification would be changed from "clerk"
to "courier". Mr. Herlihy felt some concern over his future career with
the Agency and took an opportunity to discuss his case with the Inspector
General. At that time Mr. Herlihy was seriously interested in an eventual
overseas position. The Inspector General apparently considered Mr. Herlihy's
concern for his future in CIA as quite valid as he indicated in his report
that he did not feel that Mr. Herlihy "did not receive the best breaks in
getting a release from CCI at a time when there were openings overseas".
The Inspector General then made recommendations to the effect that Mr.
Herlihy's classification be retained as a "clerk",.that he be given some
indication as to whether he could be released from his present assignment
and that he then be transferred to a position which would afford an early
opportunity for an overseas assignment.
3. Mr. Herlihy entered on duty with this Branch in October, 1953 as
a CPC-6, Safe Technician which grade is roughly equivalent to a GS-4. He
has remained in this position to the present date. Mr. Herlihy was selected
for this position because of his qualifications which would permit him to
hold higher and more responsible positions as vacancies occurred. He was
actually "over qualified" for the Safe Technician position, but was given
this assignment with the thought of advancing him into a night position
slot, Grade, GS-9.
4. Mr. Herlihy has a college education and is qualified, I feel, in
other respects to hold a Grade 7 position. I believe it is significant
that he entered on duty with the Agency in May, 1952 at a Grade, GS-4 and
has held a position comparable to that grade until the present time or for

nearly two and a half years. With the qualifications he possesses, I do
not feel that a promotion to a Grade 5 would be quite fair to this individual
after serving two and a half years as a Grade 4, Clerk.
5. In view of the above comments, it would be'very much appreciated
if you would reconsider this case with a view to possibly granting an ex-
ception to permit the promotion of Fr. Herlihy to Grade, GS-7.
