This is a final response to your 6 August 2007 Freedom of Information Act
(FOIA) request for all documents originating from, addressed to or signed by
the Office of the Director of Central Intelligence (DCI) from January 1, 2005
to August 1, 2007 related in whole or in part to the early 2005 operation to
capture senior members of al-Qaeda (also spelled al-Qaida, al-Qa'ida or al-
Qida) in North Waziristan, Pakistan that was ultimately cancelled. We processed
your request in accordance with FOIA, 5 U.S.C. ? 552, as amended, and the CIA
Information Act, 50 U.S.C. ? 431, as amended. Our processing included a search for
records as described in our 17 August 2007 acceptance letter existing through the
date of that letter.
We did not locate any records responsive to your request. Although our searches
were thorough and diligent, and it is highly unlikely that repeating those searches would
change the result, you nevertheless have the legal right to appeal the finding of no records
responsive to your request. As the CIA Information and Privacy Coordinator, I am the
CIA official responsible for this determination. You have the right to appeal this
response to the Agency Release Panel, in my care, within 45 days from the date of this
letter. Please include the basis of your appeal.
