No. POVTE-68-1748 SUBJECT : Missing Employees Ref: PND-PA 68/2575 PMVTE 68/1270 On 15 October I went to see Dr. Baer regarding the latest developments on our missing employees, D. Baer was out of town. The same day I went to see Mr. J. Murphy of the Embassy Political Section. He advised me that the latest he had received fran Mr. S. Pethrosi was that missing individuals are normally under the jurisdiction of the Pathet Lao Military officials and they are normally held in the area where they were captured,, How- ever, Mr. Pethrosi did not give any specifics as to the whereabouts or the status of our missing individuals. I asked Mr. Murphy if it would be okay with the Embassy for me to see the FL representative and discuss our employees. Mr. Murphy indicated his okay and will give me his final approval in a few days. This request was also submitted to BIANTE who indicated his approval and recommended that CSYVTE accompany me. At this meeting I will request from fir. Pethrosi authorization to send packages and mail. I also plan on indicating to him that our employees should not be judged in the same line with U. S. Military. I feel that we should separate our employees from missing Military personnel. We might this way receive some results from Mr. Pethrosi.
