1. I I have become aware of information
related to the Agency's counterterrorism effort that I must
report to you as a "particularly serious problem" as
required by Section 17 of the CIA Act.
 SUBJECT: I I Particularly Serious Problem
In my judgment, the subject matter of
these. L--] reports raises concerns about an Agency program
that triggers my statutory obligation to make. an immediate
report to you. In turn, you, as Director, Central
Intelligence Agency, are required to notify the
Congressional Intelligence Comi-aittees within seven days. I
recommend that such notification include mention of the fact
that OIG is looking into this matter. Please advise me if
you have any questions.
