of Executive Order 12863 and covers the period 1 October to
31 December 2002. Because this reporting period coincides
with the period covered by the Inspector General's
"Semiannual Report to the Director of Central Intelligence
for 1 July to 31 December 2002," I am enclosing a copy of
that semiannual report. Information in the semiannual report
meets the reporting standard of Executive Order 12863 or may
be of general interest to the Board.
