0 This report is submitted pursuant to Section 2.4
of Executive order 12863 and covers the period 1 April to
30 June 2003. Because this reporting period coincides with
the period covered by the Inspector General's "Semiannual
Report to the Director of Central Intelligence for 1 January
to 30 June 2003," I am enclosing a copy of that Semiannual
Report. Information in the Semiannual Report meets the
reporting standard of Executive Order 12863 or may be of
general interest to the Board.
When this office forwards to the Board a copy of
our Semiannual Report to the Director, we also report
relevant matters that have developed since that Semiannual
Report was compiled. Accordingly, I am including
information regarding the following new matter.
