This report is submitted pursuant to Section 2.4 of
Executive Order 12863 and covers the period of 1 January to
31 March 2003. Information in this report meets the reporting
standard of Executive order 12863 or may be of general
interest to the Board. I would like to advise you of the
following matter which has come to my attention during the
reporting period.
Complaint by CIA Employee as "Urgent Concern" Under
Whistleblower Statute. An Agency employee filed a complaint
with me on 24 March as an "Urgent Concern" under the
whistleblower protection provisions of the CIA Act of 1949, as
amended. The employee alleges retaliation against him by
Agency managers for his twice previously reporting matters to
the Inspector General as urgent concerns under that statute.
I have determined that the complaint appears credible, and as
required by the statute, have transmitted my determination
along with the complaint to the Director of Central
Intelligence. The Director, in turn, has forwarded this
information to the Congressional intelligence oversight
committees, also as required by the statute. My office is now
investigating-the employee's complaint.
